(I) TALENT FLOW

1. High-level talents relocating to Shenzhen from public institutions outside the city, with the support of the city's talent service center, the science, technology and finance service center and the science and technology development communication center, etc., can be treated as public institution staff in the five years following the relocation. 2. Universities and research institutions in Shenzhen can grant a three-year-long leave to their researchers, who can use this period to start up their own companies. Each research can enjoy no more than two such periods. 3. Entrepreneurs and research staff of companies are allowed to work part-time at colleges, research institutes, vocational schools and technical schools. 4. Approvals of research personnel and technicians of public institutions and State-owned enterprises going overseas on business can be flexible. 5. Those who work at tough grass-roots posts in remote areas can obtain subsidies (from a special fund of 50 million yuan every year which comes from the city's budget. For details, check the implementing rules which will be publicized soon.)

(II) TALENT INNOVATION AND ENTREPRENEURSHIP SUPPORT

1. Establishing a talent innovation and entrepreneurship foundation of 8 billion yuan to support talents to make innovations and stat their own businesses.

2. Eligible technology startups can apply for secured entrepreneurship loans of up to 200,000 yuan per person and 2 million yuan in total. Eligible technology startups buying science and technology insurance products can obtain subsidies in premium. Eligible science and technology projects and secured entrepreneurship loans can be given subsidized interests. (For details, check "Notice About Entrepreneurship Loans.")

(III) INCENTIVES FOR TALENTS AND INSTITUTIONS

1. Incentives for institutions

(1) Companies, public institutions and talent agencies that introduce or recommend high-level talents or teams can get a reward of 100,000 yuan to 2 million yuan for successfully introducing one person or one team. (2) Those that introduce or set up a high-level think-tank which is influential at home and abroad can get an annual operation subsidy of up to 5 million yuan. (3) Overseas institutions which set up technology transfer institutions that have independent legal person qualification and fit in with the city's industrial development goals can obtain a research subsidy of up to 10 million yuan. (4) Technology transfer institutes or research institutes of renowned Chinese or overseas colleges that have established cooperative partnership with the city government can get an annual subsidy of up to 2 million yuan. (5) Those which introduce high-level international academic conferences (academic institutions) and specialized forums to be held or operated in Shenzhen permanently can get a subsidy of up to 3 million yuan.

Guangdong Province (Plan on Subsidizing Overseas Experts in the “Pearl River Talents Plan” Who Have Short-Term Employment in Guangdong Province)

(1) A subsidy of no more than 250,000 yuan will be given to enterprises or institutions according to their actual spendings, which attract academicians from developed countries, Nobel Prize winners and other international award winners to work in Guangdong province for 30 to 60 days. For those who work for over 61 days, a subsidy of no more than 400,000 yuan will be given to the related enterprises or institutions according to their actual spendings.

(2) For enterprises or institutions which attract lifetime professors or professors from other countries or from Hong Kong, Macao and Taiwan, research institutes of famous enterprises or experts of high-level management to work in Guangdong Province for 30 to 60 days, a subsidy of no more than 150,000 yuan will be given to them according to their actual spendings. For those who work for over 61 days, a subsidy of no more than 200,000 yuan will be given to the related enterprises or institutions.

(3) For enterprises or institutions which attract different kinds of enterprises and new-type R&D institutions within Guangdong Province in the fields of advanced manufacturing industry, modern service industry and emerging industry of strategic importance and other urgently needed high-level overseas talents to work in Guangdong Province for 30 to 60 days, a subsidy of no more than 100,000 yuan will be given to them according to their actual spendings. For those who work for over 61 days, a subsidy of no more than 150,000 yuan will be given to the related enterprises or institutions.

2. Incentives for individual talents

(1) Those who are named as the city's outstanding talents can obtain a grant of 1 million yuan. (2) Those who win an award at domestic and international top competitions in the fields of science and technology, education, culture, health and sports can obtain a reward of 100,000 to 500,000 yuan. (3) Those who make outstanding contributions to industrial development and innovation can get a reward (from a special fund of no less than 1 billion yuan which comes from the city's budget. 3. Spiritual incentives

(1) Those who contribute greatly will be given by the city government a Shenzhen Special Economic Zone Medal or an honorary title. (2) Those who enjoy the city government's special allowances can get allowances raised to 50,000 yuan per person, be awarded as the city's regional leading talent, and enjoy relevant preferential treatment. (3) Shenzhen will build parks for talents and “Avenue of Stars” and launch online exhibition halls to share the stories of the talents.
