A total of 53 Party and governmental bodies, including 19 Party committee organizations and 34 governmental departments, will be established after a new round of institutional reform in the city, the Shenzhen Special Zone Daily reported.

The 19 Party committee organizations include one discipline inspection and supervision organ and 18 working organs, according to the restructuring scheme.

Additionally, the Standing Committee of the Shenzhen Municipal People’s Congress will add a working committee.

In light of the characteristics and functional orientations of Shenzhen’s urban development, the institutional reform not only emphasizes promoting the construction of the Guangdong-Hong Kong-Macao Greater Bay Area, targeted poverty alleviation and other major national development strategies, but also focuses on key areas such as boosting civil-military integration and enlarging services for small and medium-sized enterprises (SMEs).

The municipal Party committee will set up a leading group office for promoting the construction of the Greater Bay Area. Meanwhile, the Shenzhen government will regroup the science and technology innovation commission, establish a service bureau for SMEs and an urban renewal and land readjustment bureau.

The urban planning, land & resources commission, the forestry bureau, the development and reform commission, the economic, trade and information commission, and water affairs bureau will no longer exist. Instead, these governmental bodies and relevant departments will be regrouped into a planning and natural resources bureau.

Moreover, in order to solve the issues that concern citizens the most and relate to their direct interests, the institutional revamping will set up new organizations in the fields of medical security, retired servicemen affairs and ecological environment.

According to the requirements of the Central Committee of the CPC and provincial Party committee, the reform of municipal institutions should be basically completed by the end of January and the reform of district-level institutions by the end of March.
