Top officials reveal policy priorities at annual sessions

Shenzhen’s Party chief Wang Weizhong and Mayor Chen Rugui revealed the priorities for the city’s development at meetings during the annual sessions of the city’s legislature and political advisory body, the Nanfang Daily reported yesterday.

At a meeting with members of the Shenzhen Municipal Committee of the Chinese People’s Political Consultative Conference on Jan. 16, where Guangdong-Hong Kong-Macao Greater Bay Area cooperation was discussed, Wang urged members to make substantial proposals on deepening Greater Bay Area cooperation.

Chen promised that Shenzhen will coordinate with Hong Kong and Macao in transport and planning to promote the efficient flow of capital, resources, talents and information between the regions. Shenzhen will provide better investment and business opportunities for individuals and enterprises in Hong Kong and Macao who invest or work in Shenzhen, Chen said, adding that the city will make life and work more convenient for them.

Besides Greater Bay Area development, business environment was a hot topic.

Wang praised the advisers’ candid remarks on the city’s business environment during a group discussion Jan. 16 and said Shenzhen will strive to learn from the cities with the best business environments, pay full attention to the difficulties and problems facing enterprises, and continuously improve the city’s business environment.

Chen echoed Wang’s views in a speech at the advisory body’s meeting Jan. 17, saying the city will strive to become the world’s best destination for innovation, entrepreneurship and investment, by creating a market-oriented, rule-based and internationally competitive business environment .

The leaders also joined discussions on high-quality development in the city. During a group discussion with deputies to the Municipal People’s Congress from Dapeng New Area, Wang said Shenzhen will prioritize the planning of education, health care, culture and other public service facilities in the regions outside the original Special Economic Zone, so as to enable more balanced development among the city’s various regions.

Wang said Dapeng, with green mountains and beautiful harbors, should become a top coastal ecological tourism destination, and at the same time develop the biotech and life science industries. Dapeng should give full play to the roles of the China National GeneBank and other institutions, and speed up the construction of Baguang International Bio Valley.

Regarding issues of public concern, Mayor Chen urged government departments to avoid repeatedly digging up roads for municipal projects through improved planning and inter-departmental coordination at a meeting with city legislators Monday.

Shenzhen is seeing Metro, road, river water treatment, and rainwater and sewage diversion projects being carried out simultaneously, Chen said. The various departments and project contractors should improve coordination to avoid disturbing residents with repeated excavations.
