Property management amendments for review

With signatures of 20 percent of the property owners, residents of housing estates can apply to local subdistrict offices to set up a preparatory committee for the setup of the property owners committee, according to draft amendments to the city’s property management regulation, which are under review by lawmakers.

The amendments also require property managements to publicize information regarding the use of parking spaces in the housing estates every six months. The use of the property management fees is also required to be publicized quarterly.

At present, nearly 60 percent of the housing estates in Shenzhen have no property owners committees.

Under the amendments, property owners can negotiate with the property management over the property management fee standards. The fees can be adjusted on the basis of the CPI of the previous year. If some property owners object to the fee standards, they must collect the signatures of 20 percent of residents to apply for a property owners meeting to veto the fee standards.
