Talent introduction rules further simplified

Talents and professionals working in Shenzhen can apply to transfer their hukou or personnel files individually starting today.

The simplified measures are designed to cut out the intermediaries, as well as the time and cost of applications, and improve business efficiency, said Shenzhen Human Resources and Social Security Bureau. The optimized flowchart will be helpful for introducing talents in the shortest amount of time.

All applicants have to do is register on the service platform https://sipub.sz.gov.cn/suum/goLoginNew.do, print out application forms, fill in the forms and upload them for approval. Those who have passed the review process will receive a text message from the police regarding the transfer of their hukou. Those who need printed documents can print them through the system or get the documents from the authorities through a mail service.

To optimize the service and cover more beneficiaries, the bureau has canceled the requirement of education qualification verification reports and student school records.

Services related to talent introduction are free of charge. Any individual or organization that charges fees for such a public service, such as consultations, file transfers or management of collective hukou, are regarded as in violation of the law, the bureau reminded.
