New hailing cars must be e-powered

All the newly registered app-based cabs in the city must be electricity-powered, according to a regulation that will take effect Dec. 1.

The regulation released by the Shenzhen Transport Bureau indicates that the qualifications of the drivers of app-based cabs and traditional cabs are mutually recognized, meaning app-based cab drivers can also drive traditional cabs within the period that their qualifications are valid, and vice versa.

The move is to further implement the city’s strategy to sustainably improve air quality and reduce emissions.

App-based cab operators and service platforms are required to tighten management over the qualification of drivers, both mentally and physically, and the quality of vehicles.

The operators are required to make a service assessment system for the public and build a complaint system that enables passengers to lodge their dissatisfaction in a timely and effective manner. On the other hand, drivers can reject or terminate service if passengers violate riding rules. The operators have no right to punish drivers for rejecting passengers if they are to blame for the disputes.

The regulation requires operators to disclose the number of vehicles within a diameter of three kilometers, as well as fare standards, to potential riders in order to ensure the rights of riders in choosing vehicles.

The rule also requires operators to keep business data for up to three years to ensure riders can safeguard their rights when any dispute arises.

By the end of September, there were 10 operators engaged in app-based cab services. The city has issued 59,892 vehicle business permits and 76,858 driver qualification certificates.
