Shenzhen issued 323 notices to rectify garbage-sorting irregularities during a law enforcement campaign yesterday, the first day of the official implementation of the city’s garbage sorting regulation, according to the Shenzhen Municipal Urban Management and Law Enforcement Bureau.

The first notice was issued to the property management company of Yinlong Garden, a residential compound in Luohu District.

“Bulky wastes were not handled in time and garbage bins were not placed as required,” said an official with the law enforcement team in Qingshuihe Subdistrict, Luohu.

According to the law enforcement officials, the irregularities are against article 22 of the garbage-sorting regulation, which says that garbage-sorting management units should collectively place trash bins in three types, namely recyclable waste, kitchen waste and other waste in one place based on the situation of each residential compound.

Additionally, places should also be reserved to collect waste including used furniture, electric and electronic products, and Chinese New Year flowers and plants.

As the city will not issue punishments during the transitional period in September, the city only issued a notice to rectify irregular behaviors. A fine of 2,000 yuan (US$293) to 10,000 yuan will be issued beginning in October if management units fail to place trash bins correctly after rectification.

Officials said that they will revisit the residential compound in three to five days to check up on the situations.

Another notice was issued to the property management office of the Dongcui Garden housing estate in Luohu due to an unqualified placement of garbage bins.

Operations at Shenzhen Metro Talent Apartment Building were found satisfactory on a status check. Different types of trash bins were set in order.

A staff member surnamed Bai with Shenzhen Metro’s property management said that the talent apartment building started garbage sorting in 2016.

At present, the accuracy rate of garbage sorting at the apartment building can reach over 90 percent, according to Bai.

Residents who do not practice garbage sorting will be punished from October. A transitional period will be exercised in September for the residents and related management units to adapt to the new rules of waste classification.

From October to November, punishment will be doled out to those who resist garbage-sorting regulations outright, according to the rules.
