SZ to subsidize innovation center construction

Shenzhen will work out directives to regulate the selection, construction, operation and assessment of industrial innovation centers. Accredited centers can get a subsidy up to 100 million yuan (US$15.32 million) or no higher than 40 percent of the investment.

According to a draft directive released by the Shenzhen Municipal Development and Reform Commission on Monday to seek public suggestions, an industrial innovation center refers to an independent entity set up by enterprises, higher learning institutions and industrial organizations, under the principle of advantage complement and sharing benefits. These centers have to meet Shenzhen’s and the country’s demand of the development of strategic and newly emerged industries.

The draft also states that the establishment of the centers is to integrate innovation resources within the industry to solve the problems like the weak foundation of Shenzhen’s industrial innovation capability, restrictions from key and core technologies, insufficient supply of industrial generic technologies and low industrialization of research achievements.

The industrial innovation centers will mainly cover industries of strategic importance and certain fields that will help Shenzhen gain the upper hand in future competition.

After approvals, the accredited innovation centers of different industries can get a special subsidy up to 100 million yuan from the development and reform commission, or at no higher than 40 percent of the total construction cost. At least 60 percent of the subsidy is for construction and at most 40 percent can be used in research and labor costs.
