Shenzhen is soliciting public opinions on several measures to construct the city as an international electronic sports (esports) capital, according to a notice recently issued by the city’s culture, radio, television, tourism and sports bureau.

The measures highlight that the city’s newly introduced leading Chinese and international esports companies and institutions can enjoy a one-off subsidy of up to 5 million yuan (US$698,939).

The government will give support to esports enterprises to set up regional headquarters, as well as headquarters for functional businesses and R&D development centers in the city, as per the draft.

As Shenzhen advances its goal to become a global esports capital, it will plan to foster and attract leading esports firm to the city, continue to cultivate and broaden the scope of market players, and improve the city’s capacity to operate, produce, publicize and commercially develop large esports events.

As per the draft, a subsidy as high as 2 million yuan will be given to an esports team each gaming season. The teams must be registered in Shenzhen, have “Shenzhen” in its team name, as well as join other esports clubs participating in national and international professional tournaments. Teams that perform well in these tournaments will have the chance to receive a reward capped at 5 million yuan.

The plan includes the construction of one to two large professional venues that meet international standards for top global esports competitions. It also encourages the building of industrial parks, incubators and maker spaces targeting esports R&D, events operation, livestreaming and training. Residents are welcome to submit their comments and suggestions to the bureau before Oct. 24 by email via cqi@wtl.sz.gov.cn.
