

Internet and telecom industry

In order to accelerate the development and expansion of the internet and telecom industry cluster, Shenzhen Municipal Industry and Information Technology Bureau, Shenzhen Municipal Development and Reform Commission, and Shenzhen Municipal Science, Technology and Innovation Commission released an action plan for fostering and developing the internet and telecom industry cluster (2022-2025).
Development status
Shenzhen's internet and telecom industry has a strong industrial foundation and a number of upstream and downstream enterprises, forming a relatively complete supply chain, industrial chain, and innovation chain. The added value of Shenzhen’s internet and telecom industry reached 204.6 billion yuan in 2021, serving as an important force in the development of the city's industrial economy. By the end of 2021, the city had achieved good results in broadband penetration and fiber-to- the-home construction, with a household fixed broadband penetration rate of 156.9%, and optical fiber users accounting for 94.4%. There were 6.285 million fixed broadband users, 26.57 million mobile broadband users, more than 51,000 5G base stations, and full coverage of 5G independent networking.
Objectives
(1) Optimized industrial structure. By 2025, the added value of the internet and telecom industry is expected to exceed 270 billion yuan, the number of specialized and and sophisticated enterprises is expected to multiply, and breakthroughs will be achieved in key areas.
(2) Better industrial layout. By 2025, five internet and telecom application demonstration parks, five terminal equipment industrial bases, and five core component industrial bases are expected to be built.
(3) Significantly enhancing innovation capability. By 2025, Shenzhen will strive to build one or two national innovation platforms, establish two or three international and domestic industry standard organizations, and make breakthroughs in key areas and key technologies such as optical transmission networks, radio frequency antennas, ultra-dense heterogeneous networks, software virtualization, and edge computing.
(4) A global leader in internet construction. By 2025, the household coverage rate of gigabit broadband is expected to reach 200% and a total of 60,000 5G base stations are planned to be built, making Shenzhen a city of “dual gigabit, all-optical network.”
(5) Industry applications in full swing. The intelligence, networking and all-optical levels of intelligent manufacturing, smart energy, smart medical care, all-optical parks, and other commercial scenarios will be significantly improved. Ultra-high-definition livestreaming, smart home and other life scenarios will be widely used, and a number of industry and government virtual networks will be built and put into use.
