Semiconductor and integrated circuit industry

In order to accelerate the cultivation of strategic emerging industrial clusters of semiconductors and integrated circuits (ICs), and enhance the core competitiveness of the industry, Shenzhen Municipal Development and Reform Commission, Shenzhen Municipal Science, Technology and Innovation Commission, the Shenzhen Municipal Industry and Information Technology Bureau, and the Shenzhen Municipal State-owned Assets Supervision and Management Commission released an action plan for the cultivation and development of semiconductor and integrated circuit industrial clusters (2022-2025).

Development status

The semiconductor and integrated circuit industry mainly includes chip design, manufacturing, packaging and testing, as well as related raw materials, production equipment and components.Shenzhen is one of the distribution centers, application centers and design centers for China's semiconductor and integrated circuit products. The industry has maintained rapid development in recent years. In 2021, the main business income of Shenzhen's integrated circuit industry exceeded 110 billion yuan. The city has a national integrated circuit design industrialization base, a national third-generation semiconductor technology innovation center, a national demonstration microelectronics institute, and other major innovation platforms. The industrial ecology has continuously improved and industrial agglomeration has taken shape.

Objectives

(1) Continuous growth of industry scale.By 2025, industrial revenue is expected to exceed 250 billion yuan. More than three design firms with revenue of more than 10 billion yuan each, and a batch of firms with revenue of more than 1 billion yuan each, are expected to be set up, while three manufacturing firms with revenue in excess of 2 billion yuan each will be introduced and cultivated. The level of the integrated circuit industry will significantly improve and the industrial structure will be upgraded.

(2) Obvious advantages in technological innovation.The overall design level will soon advance to the leading group in the country, manufacturing capacity will play a leading role in terms of its competitiveness, and the wide bandgap semiconductor technology capability has already formed a strong support for key applications. By 2025, R&D investment by backbone firms in the design industry is expected to exceed 10%, the invention patent density and quality will significantly improve, the market share of domestic EDA software will be further ramped up, a number of key technologies will be transformed and applied in batches, a sound talent introduction and training system will be formed, and more than five public technology service platforms will be built.

(3) Better industrial chain. The city will build large-scale production lines and improve and perfect upstream and downstream supporting segments such as equipment, materials, advanced packaging and testing to create a wide bandgap semiconductor industry chain from substrate and epitaxy to chip manufacturing and device application. By 2025, the localization level of the industrial chain will be further improved and the supporting and collaboration capabilities of the local industrial chain will be significantly enhanced.
