Software and information services industry

In order to accelerate the development of the software and information services industry cluster, the Shenzhen Municipal Industry and Information Technology Bureau, Shenzhen Municipal Development and Reform Commission, Shenzhen Municipal Science, Technology and Innovation Commission and the Shenzhen Municipal Government Services Data Bureau have formulated an action plan for its cultivation and development over a three-year period (2022-2025).

Development status

In recent years, Shenzhen's software and information services industry has expanded rapidly. Its industrial scale is now at the forefront of large and medium-sized cities in China. In 2021, the added value of Shenzhen's software and information services industry stood at 230 billion yuan. The city also led the country in software revenues, exports, and copyright registrations. In 2021, 10 firms made it onto the list of China's top 100 software and information technology services firms due to their competitive advantages and six were among the top 100 internet firms showing comprehensive strength.

Objectives

(1) Continuous expansion of industrial scale.By 2025, the added value of the software and information services industry cluster is expected to top 420 billion yuan and several areas such as big data, cloud computing, and artificial intelligence will become new growth points.

(2) Significantly improving innovation capacity.By 2025, the city will successfully develop a batch of basic software and key industrial software technologies with independent intellectual property rights, with some technologies reaching the international leading level. The city will build more than 10 high-level research institutes, laboratories, innovation centers, and other new research and development institutions to nurture an open-source ecosystem.

(3) Outstanding achievements in talent introduction and training.By 2025, Shenzhen will try to have attracted a group of high-level talents in software and information services to play a leading role in the industry both at home and abroad. This will boost the number of software expertsin the city to more than 200,000 and seeseveral colleges launched that specialize in software.
