Precision instrument and equipment industry

In order to accelerate the development and growth of the precision instrument and equipment industry clusters, the Shenzhen Municipal Industry and Information Technology Bureau, Shenzhen Municipal Development and Reform Commission, and the Shenzhen Municipal Science and Technology Innovation Commission have formulated the “Shenzhen Action Plan for Cultivating and Developing Precision Instrument and Equipment Industry Clusters (2022-2025).”

Development status:

Shenzhen’s precision instrument and equipment industry has a certain production scale and product competitiveness. A number of key enterprises have gathered in such subdivided fields as digital multimeters, electronic measuring instruments, and electric energy meters. Research achievements in key technologies, such as high-speed and high-precision point operation technology and centimeter-level spectral mobile measuring equipment, have won the national science and technology awards. Moreover, a number of public service platforms and innovation carriers such as Shenzhen’s large-scale scientific instrument-sharing platform have been built. In 2021, the added value of the city’s precision instrument and equipment industry reached 12.8 billion yuan.

Objectives:

(1) The scale of the industry will continue to grow. By 2025, the added value of the city’s precision instrument and equipment industry will reach 20 billion yuan, of which the added value of industrial automation measurement and control instruments will reach 10 billion yuan. Information measurement and electrical measurement instruments, scientific testing and analysis instruments, and various special detection and measurement instruments will achieve rapid growth.

(2) The innovation ability will be greatly improved. Shenzhen will cultivate a batch of high-end precision instrument and equipment products with independent intellectual property rights and brand influence. It will significantly reduce reliance on foreign core technologies and key components, and build more than 10 innovation carriers, such as manufacturing innovation centers and enterprise technology centers.

The industrial structure will be continuously optimized. Shenzhen will improve the inspection, certification and measurement service system for precision instruments and equipment, build a number of public service platforms, and form an industrial ecosystem with complete systems and clear advantages. The city will cultivate 3-5 key enterprises in the subdivided fields, and add 10 manufacturing enterprises that are “single champions,” “small giants” and “unicorns.”
