In order to accelerate the development and growth of new energy industry clusters, the Shenzhen Municipal Development and Reform Commission, Shenzhen Municipal Science and Technology Innovation Commission, Shenzhen Municipal Industry and Information Technology Bureau, and Shenzhen Municipal Planning and Natural Resources Bureau have formulated the “Shenzhen Action Plan for Cultivating and Developing New Energy Industry Clusters (2022-2025).”

Development status:

1. Industrial development has begun to take shape. In 2021, the added value of Shenzhen’s new energy industry was about 64.2 billion yuan, while a number of enterprises with a strong reputation both at home and abroad have emerged in key fields such as nuclear energy, smart grid, solar energy, and energy storage.

2. The supply capacity of new energy has been steadily improved. In 2021, the installed capacity of new energy power generation accounted for 77% of the total installed capacity of the city, while the supply capacity of natural gas accounted for more than 40% of the total capacity of Guangdong Province.

3. The capacity of scientific and technological innovation has been increasingly enhanced. During the “13th Five-Year Plan” period, the number of new energy innovation carriers has doubled, and more than 100 have been built in total.

4. Construction of the standards system has achieved outstanding results, and the city has undertaken more than 1,000 national and industrial standards in the nuclear power field, taking the lead in China. Shenzhen’s new energy enterprises have deeply participated in the compilation of the world’s first virtual power plant standards.

5. Influence on the international market continues to expand. CGN provides new energy power to 15 countries and regions around the world, and the number and scale of nuclear power units under construction are unmatched elsewhere in the world. The market share of photovoltaic inverter and lithium-ion-battery cathode materials is also among the top in the world.

Objectives:

By 2025, Shenzhen’s new energy industry clusters will form an innovation-driven development pattern of a leading scale based on integration and openness. Shenzhen will cultivate and expand a leading group of backbone enterprises and innovation platforms that drive the coordinated development of small and medium-sized enterprises, while also establishing a highland to lead the high-quality development of the new energy industry in China.

(1) The industrial agglomeration effect will be significantly enhanced. By 2025, the installed capacity of new energy power generation in the city will account for 83% of the planned total, and the industrial added value will reach about 100 billion yuan. The city will have 3-5 enterprises with an annual added value of 10 billion yuan, and 30 enterprises with an annual added value of 1 billion yuan. A new ecological environment for industrial development will be formed featuring the coordinated development of upstream and downstream elements of the industrial chain, the concentration of innovative elements, and a burst of market vitality.

(2) The ability of independent innovation will be greatly improved. Focusing on nuclear energy, smart grid, photovoltaic, energy storage and other key areas, a number of national, provincial, and municipal innovation platforms will be built to a high standard. These will master key industrial technologies and formulate industrial technical standards and specifications to become important bases of technological innovation in the new energy field.

The development of industrial integration will continue to deepen. The new energy industry will achieve deep integration and development with other industries, including 5G, big data, and artificial intelligence. The city will promote the interaction of energy and information between smart grid and electric vehicles, with new energy storage as the medium. A number of multi-energy complementary energy projects will be piloted to promote the leapfrog development of comprehensive energy services through the demonstration of various applications.
