Safety, energy conservation and environmental protection industry

In order to coordinate development and safety efforts, while also promoting the development of a circular economy, and fostering safety, energy conservation, and environmental protection industrial clusters, the Shenzhen Municipal Industry and Information Technology Bureau, Shenzhen Municipal Development and Reform Commission, Shenzhen Science and Technology Innovation Commission, Shenzhen Municipal Ecology and Environment Bureau, and the Shenzhen Municipal Emergency Management Bureau have formulated the "Shenzhen Action Plan for Cultivating and Developing Safety, Energy Conservation and Environmental Protection Industry Clusters (2022-2025)."

Development status:

In 2021, the added value of Shenzhen's safety, energy conservation, and environmental protection industry reached 42.5 billion yuan. The safety emergency industry has developed rapidly, covering such fields as safety risk prevention and control and emergency technical equipment, intelligent safety emergency products, and safety emergency services. Urban safety risk assessment, accident and disaster simulation, and other technical services have reached the national leading level. Shenzhen's technical environmental protection industry has obvious advantages, and is the national leader in some subdivisions of efficient energy conservation, advanced environmental protection, and resource recycling.

Objectives:

(1) Grow scale and strength. By 2025, the added value of the safety, energy conservation, and environmental protection industry will exceed 60 billion yuan, and a number of backbone enterprises and knowledge brands with domestic and international competitive advantages will be cultivated.

(2) Accelerate industrial agglomeration. The city plans to build at least two industrial clusters to form an industrial cluster belt, which will take R&D centers and headquarters as their core and feature equipment manufacturing and comprehensive resources utilization.

Create an innovation hub. More than 60 national, provincial, and municipal engineering laboratories, key laboratories, engineering (technology) research centers, and enterprise technology centers will be built. Moreover, a number of science and technology collaborative innovation platforms that combine production, teaching, research and application will be established. More than 10,000 effective invention patents will be obtained, and a number of core and key technologies with independent intellectual property rights will be mastered.
