Intelligent connected vehicle industry

In order to seize the development opportunity of intelligent, networked, and electric vehicles, while also promoting the development of intelligent connected vehicle (ICV) industry clusters, and building an innovation and application hub for the ICV industry, the Shenzhen Municipal Development and Reform Commission, Shenzhen Municipal Science and Technology Innovation Commission, Shenzhen Municipal Industry and Information Technology Bureau, Shenzhen Municipal Transport Bureau and the Shenzhen Municipal Administration for Market Regulation have issued the "Shenzhen Action Plan for Cultivating and Developing Intelligent Connected Vehicle Industry Clusters (2022-2025)."

Development status:

The ICV industry is a new type of industry showing the deep integration and development of automobile manufacturing, information communication, transportation, and other industries. It has a long industrial chain, a high scientific and technological density, and a strong role in driving the development of other industries. Shenzhen is the first city in the world to fully electrify its public transport and taxis, and its automobile industry is leading China in terms of intelligence, networking, and electrification. In 2021, the operating income of Shenzhen's ICV industry reached 106.6 billion yuan; the number of new energy vehicles on city streets reached 544,000; the number of public charging posts reached 97,000; and test roads measuring 145 km were opened for intelligent connected vehicles. Shenzhen also took the lead in realizing the large-scale demonstration application of intelligent connected vehicles in Mawan Port.

Objectives:

(1) The overall strength of the industry will continue to increase. The operating revenue of the ICV industry will reach 200 billion yuan, forming a strategic echelon of more than 10 enterprises with revenues of more than 10 billion yuan each, and more than 20 enterprises with revenues of at least 1 billion yuan each. A number of enterprises with international competitiveness will be cultivated to significantly improve the level of industrial cluster development and build an innovation and application hub for ICVs with global influence.

(2) The industrial ecosystem will be improved. Shenzhen will promote leading enterprises to improve the integrated capabilities of vehicle intelligence, networking, and electrification. It will cultivate a number of outstanding enterprises in important divisions such as vehicle wireless communication, intelligent sensing systems, vehicle computing platforms, cloud service terminals, power batteries, electric motor control, and charging facilities, so as to form a development pattern of "one head enterprise + N parts leaders."

(3) The ability to independently innovate will be greatly improved. The R&D investment intensity of key enterprises in the industry will exceed 5%. More than 40 innovation carriers at all levels will be built. Shenzhen enterprises will continue to actively participate in the formulation of relevant standards. Moreover, the core technology of key equipment will gradually be controlled by local enterprises, and a number of core intellectual property rights in key areas will be independently owned.
