High-end medical device industry

In order to build high-end medical device industry clusters with distinctive characteristics, perfect systems, close cooperation and strong competitiveness, the Shenzhen Municipal Development and Reform Commission, Shenzhen Science and Technology Innovation Commission, Shenzhen Municipal Industry and Information Technology Bureau, Shenzhen Municipal Administration for Market Regulation and the Shenzhen Municipal Health Commission have issued the "Shenzhen Action Plan for Cultivating and Developing High-end Medical Device Industry Clusters (2022-2025)."

Development status:

The high-end medical device industry covers such fields as high-end medical imaging, life information monitoring and life support, in vitro testing, and implant intervention devices. Shenzhen's high-end medical device industry has a solid foundation, and its industrial development is at a leading level in the country. In 2021, the operating income of Shenzhen's high-end medical device industry reached 80.5 billion yuan. A number of high-quality enterprises in subdivided fields are leading the development of the industry. At the end of 2021, there were more than 1,800 medical device manufacturing enterprises in the city, with nearly 100 of them having an output value of more than 100 million yuan. The number of listed enterprises in the industry ranks first in China, while 3,937 Class I products have been registered, and 17 international standards and 78 national standards for medical devices developed.

Objectives:

(1) Industrial scale will continue to grow, and the agglomeration effect will be significantly enhanced. By 2025, the added value of Shenzhen's high-end medical device industry will reach 65 billion yuan, and operating revenue will hit 200 billion yuan. A number of industrial clusters with distinctive characteristics, obvious scale benefits, and significant driving effects will be built. There will be more than three new enterprises with sales revenue of over 10 billion yuan each. Shenzhen will attract world-famous medical device enterprises to set up more than five production bases, regional headquarters or R&D headquarters, and form a professional manufacturing park with an annual output of 100 billion yuan.

(2) Innovation ability will be greatly improved, and innovative products will be continuously created. Shenzhen will build 30 key laboratories at or above the provincial level as well as engineering (technology) research centers to further build the existing national platform into a new engine leading national medical device technology innovation and high-quality industrial development. The average R&D investment of medical device enterprises above a designated size in the city will reach 10%. Each year, the average number of newly declared Class II and Class III medical device products will exceed 800, and more than 15 innovative medical device registration approvals will be granted annually.

(3) The industrial chain will be optimized and the service system improved. Key components and core raw materials in the industrial chain will be amply supplied without relying on imports, and the advantages of medical imaging, life information and support, in vitro diagnosis, implant intervention devices and other subdivisions will be enhanced. A number of public service platforms, such as those pertaining to basic research, engineering technology, industrial pilot scale, clinical research and trials, post-marketing evaluation and application demonstration, supply chain and trade, will be established to form a national CDMO service highland for medical devices, and the whole industry chain service system will be completed to a preliminary level.
