Health and wellness industry

In order to fully optimize factor allocation and service supply, promote the transformation and upgrading of Shenzhen's health and wellness system, and meet people's growing needs for a better life, the Shenzhen Municipal Development and Reform Commission, Shenzhen Municipal Science and Technology Innovation Commission, Shenzhen Municipal Industry and Information Technology Bureau, Shenzhen Municipal Administration for Market Regulation and the Shenzhen Municipal Health Commission have issued the "Shenzhen Action Plan for Cultivating and Developing 'Big Health' Industry Clusters (2022-2025)."

Development status:

In 2021, the operating revenue of Shenzhen's health and wellness industry reached 67.6 billion yuan. Some subsectors of the manufacturing industry have achieved global competitiveness. Meanwhile, Shenzhen-made medical and beauty laser equipment occupied about 15% of the national market that year. On top of that, new-generation sequencing capability and the ability to calculate and analyze large-scale biological information were among the leading positions in the world. The nutrition and health care, cosmetics, rehabilitation and elderly care appliances and other subsectors have initially produced a solid clustering effect.

Objectives:

By 2025, the revenue of the health and wellness industry will reach 120 billion yuan; 12 enterprises will be listed on stock markets, and 10 new enterprises each with 1-billion-yuan revenue will be added. Efforts will be made to build a health and wellness manufacturing ecosystem with a reasonable industrial structure and perfect industrial chain, and a health service demonstration center will be built to serve the Guangdong-Hong Kong-Macao Greater Bay Area. The industry will reach the leading level in the country, and the health of residents will be significantly improved.

(1) The industrial agglomeration effect will be significant. By 2025, there are plans to build more than six industrial zones with a reasonable industrial layout, and create an industrial cluster with significantly improved synergistic and agglomeration benefits.

(2) A fully fledged industrial innovation system will be built. A number of key enterprises will be cultivated with strong independent innovation capability to play a leading role in technological development. Other targets include building a number of national, provincial, and municipal innovation carriers; achieving major breakthroughs in R&D and industrialization in life information, rehabilitation and elderly care, precision medical care, digital health management, and other fields; and forming a new model for the health and wellness industry based on the deep integration of industry, education, research, and medicine.
