Marine industry

In order to promote the high-quality development of the marine industry, build modern marine industrial clusters with international competitiveness, and accelerate the construction of a global marine center city, the Shenzhen Municipal Planning and Natural Resources Bureau, Shenzhen Municipal Development and Reform Commission, Shenzhen Municipal Science and Technology Innovation Commission, Shenzhen Municipal Industry and Information Technology Bureau, and the Shenzhen Municipal Culture, Radio, Television, Tourism and Sports Bureau have released the "Shenzhen Action Plan for Cultivating and Developing Marine Industry Clusters (2022-2025)."

Development status:

(1) The marine industry has begun to take shape, the marine economy has been growing, and a number of leading marine-related enterprises have gathered in the city.

(2) Shenzhen has a relatively fully fledged port and shipping facilities. In 2021, the container throughput of Shenzhen Port reached 28.77 million TEUs to rank fourth globally.

(3) The foundation for marine scientific and technological innovation is solid. The Lanjing series ultra deep-water semi-submersible drilling platform developed by Shenzhen's enterprises has successfully tested the production of combustible ice. Moreover, the first set of inverter equipment has been successfully applied to China's drilling platforms, and there are now more than 60 types of marine-related innovation carriers.

(4) Ocean space carriers have been improved, and the construction of key areas such as Ocean New Town, Shekou International Ocean City, Shenzhen International Bio-Valley in Dapeng New Area, and Shenshan smart port have all been accelerated.

Objectives:

(1) The comprehensive strength of the marine industry will be steadily improved. By 2025, the total output of the marine industry will exceed 400 billion yuan, and a number of leading marine-related enterprises will be cultivated. These will further support national economic development and form a marine industrial cluster that will play a leading role in its field.

(2) The innovation capacity of marine technology will be significantly improved. By 2025, the investment in marine R&D will be expanded; a number of cutting-edge cross technologies and common key technologies will be mastered; and efforts will be made to promote the construction of national large scientific installations in the marine field. The city will also build three marine science and technology infrastructures, 6-8 marine science and technology innovation platforms, and more than 70 municipal marine innovation carriers.

(3) The marine industry system will go from strength to strength. By 2025, the supporting capacity of marine infrastructure will be significantly improved; the annual container throughput of Shenzhen ports will strive to reach 33 million TEUs; offshore oil and gas production will continue to increase; the offshore wind power demonstration project will strive to make a breakthrough; and the supporting level of the marine modern service industry will be further enhanced.
