In 2000, Shenzhen introduced and implemented the Shenzhen Municipal Government's special allowance system. The selection work is carried out every two years. This policy plays a positive role in encouraging professional and technical talents as well as highly skilled talents working in frontline operations. It also promotes the setting up of a pool of high-level professional talents in Shenzhen, and has achieved remarkable results.

Key requirements:

(1) The applicant should hold a professional technological post at a local enterprise or institution, have a solid professional foundation, a strong ability to innovate independently, high academic ethics, and embrace the spirit of teamwork.

(2) The applicant must have a permanent residence permit in Shenzhen or a residence permit for either Shenzhen or Guangdong.

(3) The applicant should have worked full-time in the city for more than two years.

Policy benefits:

The government will select no more than 60 recipients of the special allowance granted by the municipal government every two years. A one-time allowance of 50,000 yuan will be provided.
