City unveils measures to boost high-quality development of intelligent terminal industry

The Industry and Information Technology of Shenzhen has recently unveiled the “Measures to Promote the High-Quality Development of the Intelligent Terminal Industry in Shenzhen” (hereafter referred to as the “Measures”), aiming to implement the planning and deployment regarding the development of strategic emerging industries and future industry clusters under the “20+8” strategy.

The “Measures” specifically outlines provisions in five areas: driving capabilities along the industrial chain, key technological breakthrough capabilities, enhancing the quality and increment of premium products, strengthening market expansion capabilities, and creating new consumer experience scenarios. These initiatives aim to propel the high-end, intelligent, and international development of the intelligent terminal industry cluster in Shenzhen.

Shenzhen has already cultivated a group of whole machine brand enterprises, advanced manufacturing enterprises, as well as key component suppliers in the field of intelligent terminals. This has led to the formation of an intelligent industry system integrating core component research and development, OEM manufacturing, branded whole machines, and ecosystem construction.

The “Measures” emphasizes bolstering upstream and downstream supply chain production support, encouraging collaboration and joint problem-solving among intelligent terminal brand enterprises, whole machine OEM enterprises, and upstream supply chain companies. It also advocates for hosting supply chain cooperation matchmaking events.

To attract industrial ecological gathering, the focus lies on satellite communications, general artificial intelligence, space computing, and other new-generation information technologies, alongside core segments of high-end intelligent terminal products. This approach is intended to drive regional clustering among industry chain enterprises.

To enhance the driving capability of leading companies in the chain, and to strengthen the breakthrough of key core technologies, the “Measures” introduces the “leader hunt” activity. This initiative identifies fundamental and crucial technological issues needing resolution for the development of the intelligent terminal industry and enterprises, promoting breakthroughs in key core technologies. Successful projects listed receive funding support up to a maximum of 30 million yuan (US$4.14 million), provided in stages, accounting for 50% of the total project investment.

In efforts to fortify market expansion capabilities and elevate the international visibility of Shenzhen brands, the “Measures” encourages rapid expansion into overseas markets by terminal brand enterprises. It supports hosting internationally influential consumer electronics exhibitions in Shenzhen, urging active participation from both upstream and downstream industry chain enterprises of intelligent terminals.

Simultaneously, Shenzhen aims to actively create new consumer experience scenarios through initiatives like accelerating the promotion of whole-home intelligent products and solutions, deepening the integration of virtual reality technology with industry applications, and promoting the application of new terminal products. The city is pioneering the installation of immersive experience facilities in public spaces, incentivizing enterprises to establish exemplary industry demonstration scenarios, and actively nominating Shenzhen-based companies for the “national pioneer application cases in virtual reality" designation.

In terms of industrial space, Shenzhen plans to leverage its 20 major advanced manufacturing parks and construct high-quality industrial parks focusing on various segments such as smartphones, computers, intelligent wearable devices, VR/AR, smart homes, and artificial intelligence terminals, offering rental subsidies to intelligent terminal enterprises residing in these parks.

On the financial investment front, Shenzhen will establish a development fund for the intelligent terminal industry.
