Futian rolls out incentives to boost hi-tech innovation

High-Tech firms in six sectors can seek an annual rent subsidy of up to 10 million yuan (US$1.38 million) if they relocate their main business operations to Futian District.

This incentive is part of an initiative created by the Futian District Science, Technology, Industry, and Information Technology Bureau to boost the development quality of six strategic and emerging industrial sectors — software and information services, biomedicine, semiconductors and integrated circuits, robotics, artificial intelligence (AI), and intelligent terminals.

Meanwhile, the Futian government is aiming to forge cooperative partnerships with real estate developers to create high-quality incubation centers for the six sectors in the district.

Interested property owners must have a minimum of 10,000 square meters of space suitable for incubating high-tech startups in the related fields. These spaces should be accessible by public transport and equipped with proper hardware and other public supporting facilities, as outlined in a circular released by the Futian information technology bureau.

Property owners who meet the criteria will be granted a certificate by the Futian government that acknowledges them as professional industrial centers of Futian. The certificate will be valid for three years.

High-tech startups and firms in the six sectors will have up to 60% of their rent covered by the district government, capped at 10 million yuan per year, after they settle in one of Futian’s certified industrial centers. AI-focused startups and firms will receive an additional subsidy of 5 million yuan for cloud service support.

To ensure the efficient management of these industrial incubation spaces and better serve the firms, Futian is also looking for professional organizations with robust industrial resources, strong industrial introduction capabilities, and relevant industry management experience to oversee the operations. Industrial associations, professional organizations, and property owners are all invited to join if they meet the specified requirements.

An annual subsidy of 5 million yuan will be given to qualified operators under a three-year cooperation agreement.

Moreover, Futian is also soliciting financial and legal institutions to offer services to firms establishing themselves in the district.

Financial and legal services providers certified by the district will become cooperation partners of Futian District Industrial Clusters, offering support in the areas of science, technology and innovation, advanced manufacturing, intellectual property, equity financing, and initial public offerings.
