Starting from April 1, a series of new policies and regulations have been implemented. Let's delve into these fresh regulations that could influence our daily routines.


Rules for Identifying Extremely Poor People in Guangdong Province (Trial)

The Guangdong Provincial Department of Civil Affairs recently released the Guangdong Province Rules for Identifying Extremely Poor People (Trial). These rules delineate three conditions for identifying individuals living in extreme poverty. Notably, the minimum per capita financial assets held by family members of these individuals have been revised from “the local 24-month minimum living standard” to “the local 24-month basic living allowance standard for extremely poor persons (not less than 1.6 times the minimum living standard).” These rules, effective since April 1, will remain in force for three years.


Guangdong Earthquake Early Warning Information Release

The provincial standard, Guangdong Earthquake Early Warning Information Release, has been approved by the Guangdong Provincial Market Supervision Administration and will be implemented on April 17. It lays out the mechanism for provincial-level leadership, municipal coordination, and social participation, specifying earthquake warning levels, principles of release and dissemination, content, target audience, release conditions, and more. In addition to government agencies and the general public, key industry users like high-speed railways, rail transportation, nuclear power plants, major bridges, and large reservoirs have been included as target recipients.


Quality Evaluation Standards for Childcare Institutions

The National Health Commission has issued the Quality Evaluation Standards for Childcare Institutions, which was enforced on April 1. The standards mandate that childcare institutions must hold a business license for providing childcare services, with their business scope clearly indicating “childcare services” or “care services for infants and toddlers under 3 years old.” Requirements include appropriate living spaces for infants and toddlers, with certain specifications regarding lighting, ventilation, and room layout.


Revised National Standards for Express Delivery Services

The general administration of market supervision has issued the revised national standard for express delivery services, effective from April 1. These regulations aim to cater to individualized needs of users, emphasizing intelligent service requirements, such as intelligent security inspection systems, intelligent parcel lockers, smart express lockers, unmanned delivery vehicles, drones, and other intelligent collection and delivery service terminals, promoting the application of new technologies in the industry.


Tour Guide Service Standards

The national standard for tour guide services was revised and took effect on April 1. The main contents include: standardizing related expressions, updating tour guide service competency requirements, optimizing tour guide service content requirements, adding requirements for outbound tour leader services, optimizing requirements for inbound tour guide services, improving requirements for handling emergencies and common issues, and adding content for evaluating tour guide service quality.
