Nanshan begins preliminary review for MNC headquarters firm recognition

Nanshan District has initiated the preliminary review and acceptance process for the recognition of multinational corporation (MNC) headquarters enterprises in Shenzhen, according to Nanshan District Commerce Bureau.

The deadline for applications is set for Nov. 7.

The recognition process targets MNCs that have established regional headquarters, headquarters-type institutions, and business unit headquarters in Nanshan (excluding the Qianhai Shekou Free Trade Zone).

Eligible multinational companies from China’s Hong Kong, Macao, and Taiwan regions that have set up their headquarters in Nanshan are also encouraged to apply under the same guidelines.

The criteria for recognition define an MNC regional headquarters as an office established in Nanshan by an overseas-registered parent company or a domestically-registered overseas-invested company. This office, authorized by the overseas parent company or an overseas-invested company acting as the parent, manages and provides services within a specific region.

A headquarters-type institution is characterized as an overseas-invested enterprise or its branch in Nanshan, established by an overseas-registered parent company or a domestically-registered overseas-invested company. It is empowered by the overseas parent company or a company acting as the parent to handle functions such as research and development, sales, trade, and settlement within a specific region.

The business unit headquarters of an MNC is identified as an entity established in Nanshan by an overseas-registered parent company with a segmented organizational structure. This entity is authorized by the parent company to oversee investment, management, and service functions for the business unit in a particular region.
