Nanshan District has officially released a plan for the high-quality development of low-altitude economy (2024-2026), marking a significant step forward in the district’s pursuit of becoming a leader in the emerging low-altitude economy sector.
The plan outlines five major actions and 20 key tasks, focusing on five key aspects: industrial scale, innovation level, low-altitude infrastructure, application scenarios, and the comprehensive service ecosystem.
The district aims to establish itself as a hub for low-altitude economy enterprises by building headquarters, research and development bases, and pilot areas for urban air traffic management.

Nanshan introduced a series of special measures in a bid to promote the low-altitude economy in March this year, offering a maximum reward of 100 million yuan (US$14 million) for eligible enterprises.
The district has made substantial progress in the low-altitude economy sector. To date, seven registered heliports have been built, and 60 helicopter flight routes have been opened to various districts across Shenzhen and cities like Guangzhou and Zhuhai.
In terms of instant delivery, Nanshan has launched 12 drone routes to commercial districts, scenic spots, and educational institutions, including Coastal City shopping mall, Shenzhen Talent Park, and Peking University Shenzhen Graduate School.
For courier transportation, five cross-district and intercity drone routes have been opened to Bao’an District, and Zhongshan and Zhuhai cities. In public services, seven drone routes for air blood transportation have been opened, achieving 100% coverage of district hospitals.
In the first half of 2024, the total number of logistics drone flights in Nanshan exceeded 60,000, while consumer-grade drones flew over 100 flights per day to Shenzhen Talent Park, totaling more than 20,000 flights.
