Kengzi, Maluan among city's top 10 subdistricts for favorable business environment

Pingshan District’s Kengzi and Maluan subdistricts have secured spots on the list of Shenzhen’s Top 10 Subdistricts for their favorable business environment. This is the second time Kengzi has earned this recognition and the third time for Maluan, highlighting their economic vitality and improved business conditions.

Maluan Subdistrict is home to BYD, a Fortune Global 500 company specializing in new energy vehicles and power batteries. The company occupies nearly half of Maluan’s total industrial area. Since 2023, Maluan’s administrative staff has visited BYD more than 30 times to address various issues, including education for employees’ children, traffic concerns around BYD, and urban infrastructure improvements.

In addition to supporting BYD, Maluan actively provides services to other enterprises, assisting them with talent recruitment, digital transformation, financing, and scaling up in size. Since early 2024, Maluan has helped 12 companies secure credit amounting to 38.24 million yuan (US$5.24 million).

In terms of investment promotion, Maluan asists enterprises with understanding policies, finding industrial spaces, applying for subsidies, recruiting talent, and connecting with other companies within industrial chains.

Kengzi Subdistrict is situated within the Pingshan core park of the Shenzhen National High-tech Zone and hosts national-level industry bases for the biopharmaceutical industry and new energy vehicle industry.

Kengzi is home to nearly 1,000 outstanding companies, including Sanofi Pasteur, Snibe Diagnostic, and ZJK Manufacturing. Notably, there are 11 listed companies in Kengzi, which account for nearly half of Pingshan’s total listed companies.

Key biopharmaceutical innovation platforms in Kengzi include SUSTech Medi-X Pingshan, Shenzhen Cell Valley, and the Shenzhen Test Lab of the Guangdong Medical Devices Quality Surveillance and Test Institute. Kengzi also boasts one national-level, 47 provincial-level, and 37 municipal-level innovation labs and research centers.

The administrative staff of Kengzi have adopted a working philosophy that allows businesses to operate independently when government intervention is unnecessary but ensures that government services are readily available when enterprises need assistance. Kengzi selects officials with economic, policy, and industry expertise to provide tailored support to more than 400 key companies in the area.

Since 2022, Kengzi has organized visits by governmental officials, lawmakers, and political advisers to enterprises to promptly address their needs and complaints while helping them seek new business opportunities.
