

City reveals implementation rules to boost overseas investment

The city has formulated detailed implementation rules for its previously issued measures to boost overseas investment attraction and utilization.
These rules clarify application-related details like eligible entities, conditions, support levels, and fund arrangements. They aim to ensure policy transparency and effective execution, enhance special-fund efficiency and management, and attract more overseas investment.
Specifically, the rules include supporting the establishment of new overseas-invested enterprises, encouraging overseas-invested enterprises to increase capital and expand production, and encouraging headquarters enterprises of overseas-invested multinational companies to increase their investment in Shenzhen.
According to the differences in the implementation content of the applying projects, the specific support directions are divided into investment incentives for overseas-invested enterprises and incentives for the headquarters of overseas-invested multinational companies.
The applying entity shall be an overseas-invested enterprise (including enterprises with investment from China’s Hong Kong, Macao, and Taiwan) that actually engages in business activities in Shenzhen (including Shenshan Special Cooperation Zone) and has independent legal person status.
Firstly, regarding the investment incentives for overseas-invested enterprises, the rules support the establishment of new overseas-invested enterprises and encourage existing overseas-invested enterprises to increase capital and expand production.
For overseas-invested enterprises (excluding financial and real estate enterprises) whose total newly added actual overseas capital in a year reaches US$50 million or more between 2023 and 2027, rewards will be given.
Reward Standards:
High-tech manufacturing enterprises will be rewarded at a proportion not exceeding 3% of the newly added actual overseas capital. The maximum annual reward for a single enterprise is 50 million yuan, and the maximum cumulative reward within the policy implementation period (2023-2027) is 150 million yuan.
Other manufacturing enterprises will be rewarded at a proportion not exceeding 2% of the newly added actual overseas capital. The maximum annual reward for a single enterprise is 50 million yuan, and the maximum cumulative reward within the policy implementation period is 150 million yuan.
High-tech service enterprises will be rewarded at a proportion not exceeding 2% of the newly added actual overseas capital. The maximum annual reward for a single enterprise is 20 million yuan, and the maximum cumulative reward within the policy implementation period is 80 million yuan.
Enterprises in other industries will be rewarded at a proportion not exceeding 1% of the newly added actual overseas capital. The maximum annual reward for a single enterprise is 20 million yuan, and the maximum cumulative reward within the policy implementation period is 80 million yuan.
Secondly, regarding the incentives for the headquarters of overseas-invested multinational companies, these enterprises are encouraged to increase their investment in Shenzhen.
Between 2023 and 2027, rewards will be given to the following multinational company headquarters enterprises: Recognized regional headquarters of overseas-invested multinational companies in Guangdong Province (with independent legal person status), provided that the total newly added actual overseas capital in a year reaches US$10 million or more (excluding financial and real-estate enterprises); Recognized multinational company headquarters enterprises in Shenzhen (including regional headquarters, headquarters-type institutions, and business division headquarters with independent legal person status), provided that the total newly added overseas foreign capital in a year reaches US$10 million or more (excluding financial and real-estate enterprises).
Reward Standard: Each enterprise will be given a one-time reward of 5 million yuan. An enterprise can only apply for the headquarters reward once within the policy implementation period, and cannot enjoy both provincial-level and municipal-level headquarters rewards for multinational companies repeatedly.
