SZ unveils measures to accelerate development of new quality productive forces

Shenzhen Administration for Market Regulation recently released the Measures to Promote the Development of New Quality Productive Forces by 2025, introducing pragmatic initiatives to drive the growth of new quality productive forces and inject strong momentum into the city’s economic and social development.

The measures focus on key areas and critical links to strengthen the growth of new quality productive forces. These measures target the city’s strategic emerging industries and future industries, covering a total of 23 specific actions across five main areas: technological support, benchmarking development, infrastructure support, application protection and cultivation.

The measures emphasize support for original and disruptive technological innovations, focusing on key sectors such as humanoid robots, the low-altitude economy, new energy vehicles, artificial intelligence, new displays, and biomedicine. These initiatives will provide services such as standards, measurement, testing, and certification to support breakthroughs in core technologies and fundamental research.

The measures encourage industry leaders or major enterprises to spearhead the formation of innovation consortiums, with a particular focus on backing over 10 projects related to quality innovation and technological development.

Regarding the enhancement of technological research support, the measures will concentrate on critical components, essential materials, and the development of new processes in key industries. More than 12 technological research projects will be organized to drive progress. Additionally, the measures will support research in new sensing and precision measurement technologies, including image vision, flexible touch, optical fiber, ionizing radiation, micro-force, and micro-electromechanical systems.

To strengthen product quality and technical support, Shenzhen will leverage  platforms such as the provincial “product hospital”and “Shenzhen product school”to offer comprehensive product quality assistance to 100 companies, aligning with their specific needs and quality improvement goals.

The measures outline a standards-driven initiative aimed at establishing an efficient, coordinated mechanism for industry development and standards system construction. This includes leading and participating in the formulation and revision of over 750 national and industry standards. The plan seeks to accelerate the development of standards for emerging sectors such as the low-altitude economy and supercharging facilities, while also conducting research on standardization roadmaps for industries like the marine economy and pet economy.

The measures further emphasize promoting the creation and implementation of standards for equipment upgrades and consumer goods exchange programs, with the goal of completing 100 standard enhancements.

In terms of building an international hub for standards, the measures will promote the development of the Hetao international industry and standards organization cluster. Shenzhen will actively contribute to the formulation and revision of over 260 international standards, supporting the global expansion of technology, products, and engineering services.

“By establishing high-level metrology and testing technology innovation platforms, we aim to accelerate the development of projects such as the Shenzhen Institute for Technology Innovation, NIM, national industrial metrology testing centers for medical devices, and the Shenzhen energy storage product inspection and testing platform,”said a senior official.

The measures also include advancing the formulation of national technical standards for remote metering of electric vehicle supercharging and continuing to guide companies in enhancing testing capabilities across areas such as chips, the low-altitude economy, and electric vehicles. Furthermore, the initiative will drive the carbon footprint labeling certification in the Guangdong-Hong Kong-Macao Greater Bay Area, with the goal of completing application demonstrations for carbon footprint labeling certification of no fewer than 600 products.

The measures focus on developing key industry clusters such as artificial intelligence, the low-altitude economy, and biomedicine, with plans to establish 50 high-value patent cultivation centers. The initiative aims to implement a series of patent navigation projects in priority industries and support the development of national and provincial intellectual property-leading enterprises, as well as Shenzhen’s industry frontrunners. The city aims to achieve 108 high-value invention patents per 10,000 people, with a target of securing at least 11,000 additional overseas invention patent authorizations in key global markets.

The city will strengthen the implementation of a special initiative for patent commercialization, encouraging universities and research institutions to license their technological achievements to small and micro enterprises on a “pay-after-use” basis.
