

Shenzhen implements eight measures to enhance business environment

The Shenzhen Municipal Administration of Market Supervision on Sunday unveiled eight specific measures designed to alleviate the burdens on high-quality enterprises, enabling them to concentrate on development while optimizing the local business environment.

A key initiative is to introduce a "No Disturbance" positive list, which will exclude certain special industries and key areas related to public safety and public health. This list will be implemented in phases, incorporating reputable and low-risk law-abiding enterprises for real-time dynamic management. Generally, businesses on this positive list will not face on-site inspections unless directed by higher authorities, in response to reported violations, or mandated by specific legal provisions, thus minimizing disruptions caused by law enforcement actions.
The city is also deepening its "integrated inspection with notice" model. The focus will be on critical sectors such as dining and essential industrial products, promoting an optimized management framework that categorizes credit risk. The city plans to implement a "one industry, one inspection" reform, which streamlines various inspection processes into a single visit, guided by the principle of cooperation among inspection agencies.
Embracing modern technology, Shenzhen will leverage big data, the Internet of Things (IoT), cloud computing, artificial intelligence (AI), and AI-driven early warning systems to enhance regulatory enforcement in priority areas like food safety and the oversight of special equipment. Inspections that can be conducted through online monitoring, information sharing, and smart supervision will not require physical visits to enterprises.
Additionally, the city will establish a rapid credit repair mechanism. When administrative penalty decisions are delivered, a credit repair notification will also be sent, ensuring that both documents are issued simultaneously. For market entities that have actively engaged in compliance efforts, a "fast-track credit repair" system will be explored to simplify and expedite the repair process, helping these enterprises return to normal operations.
Shenzhen will also look to create a post-penalty support mechanism for struggling businesses, with a particular emphasis on small and micro enterprises facing practical challenges after receiving penalties. For those temporarily unable to meet payment obligations, guidance will be provided on deferred or installment payment options. Enhanced support will also be offered in areas such as quality management, brand development, and market expansion.
The city plans to establish a "9+2" regional law enforcement coordination mechanism for the Guangdong-Hong Kong-Macao Greater Bay Area, promoting the sharing of information and mutual recognition of law enforcement evidence. This initiative will improve the analysis of leads related to Shenzhen, standardize the review process for cross-regional law enforcement investigations, and facilitate the resolution of disputes to ensure fairness and maintain normal production and operational order for enterprises.
