

Regulations in effect this week to enhance emergency response capabilities

The regulations on disaster and incident emergency response will come into effect March 1, with an aim to improve Shenzhen’s ability to handle disasters and incidents.
These new regulations are designed to optimize emergency response procedures, refine operational measures, and bolster safeguards in the face of natural disasters and incidents.
The regulations establish a tiered response mechanism, clearly defining the responsibilities of municipal and district governments, as well as relevant departments, neighborhoods, and communities. They also mandate the creation of a unified emergency command structure and specialized command units. In addition, the regulations emphasize the importance of strengthening regional cooperation with neighboring cities to facilitate a collaborative approach to emergency responses across different regions, departments, and administrative levels.
In an effort to enhance the efficiency of emergency management, the regulations outline an information reporting system for disastrous incidents. This system specifies the reporting duties of citizens, legal entities, and organizations at community levels, requiring immediate response measures and reporting from local units following a disaster. Additionally, the regulations set forth criteria for the establishment and closure of command centers and designate a chief commander to oversee rescue operations, ensuring they are conducted systematically and effectively.
With a strong emphasis on the principle of "life first," the regulations stipulate that emergency response measures must be adaptable to best protect the rights and interests of the public. To bolster safety measures, they mandate improved preparation and drills for emergency response plans, coordination among professional, grassroots, and community rescue organizations, and the establishment of swift funding disbursement and material support mechanisms. Comprehensive protection for emergency responders is also outlined, including the provision of protective gear, medical care, and psychological support.
