The new package categorizes firms into three primary groups: startups, growing enterprises, and leading industry players. Each group receives specialized intellectual property support that addresses the unique challenges and developmental needs of businesses at various stages of growth.

For startup technology firms, emerging industry entrants, and small and micro-sized enterprises, the package offers a customized service focused on "speeding up and reducing costs." This includes rapid patent pre-examination, intellectual property search and strategic layout guidance, as well as financial services designed for easier access to financing. The authorization cycle for invention patents can now be reduced to within three months, greatly expediting the transition of scientific innovations into tangible production capabilities. Additionally, the package provides funding subsidies and low-cost financing options, easing the financial burdens on startups and fostering a robust entrepreneurial spirit.

For "little giant" enterprises, specialized and sophisticated manufacturers, as well as national high-tech enterprises, the package encourages evolving intellectual property strategies. This includes assistance with domestic rights protection and guidance for addressing international disputes. Furthermore, services such as patent pledge financing registration and intellectual property investment roadshows are available to help companies diversify their financing avenues and transform their intellectual property into valuable assets.

For publicly listed companies, large enterprises, and industry leaders, the service package is aligned with their needs to engage in the development of international industry regulations and enhance their influence in the sector. It features high-value services and guidance related to enterprise intellectual property information and group patent pre-examination, enabling businesses to strategically map industry technology profiles, assess global patent trends, and identify technology gaps and potential risks.
