District unveils measures to shape the future of technology

Guangming District has recently announced its comprehensive “Measures to Promote High-Quality Development of Artificial Intelligence and Software Information Industry,” which encompasses an array of 22 initiatives across six key areas.

These measures aim to cultivate a thriving ecosystem for the artificial intelligence (AI) and software industries.

Cultivating AI ecosystem
The district plans to strengthen intelligent computing platforms and promote data circulation. Key initiatives include the creation of AI demonstration scenarios, support for the coordinated development of AI software and hardware, and enhancing applications of artificial intelligence in scientific research, termed "AI for Science."

Enhancing industrial innovation capability
Efforts will be made to support breakthroughs in core technologies, promote innovative applications of model technology, advance the rollout of first-version software, and establish public technology service platforms to foster industrial innovation.

Accelerating growth of industrial clusters
The measures will focus on cultivating leading enterprises and high-growth companies. Support will be directed toward helping enterprises strengthen their operations and optimize their processes.

Expanding industrial development space
To facilitate industrial growth, the district will support the establishment of specialized industrial parks, enhance resources for industrial spaces, and work toward creating zero-rent incubators for startups.

Optimizing industrial development environment
This includes initiatives to assist enterprise financing and development, support the cultivation of innovative talent, strengthen comprehensive guarantees for talent, and support important industrial activities.

Supplementary provisions
The measures also cover the scope of support, principles, and implementation effectiveness to ensure that they effectively foster growth in the AI and software industries.

Incentive measures
- A maximum subsidy of 20 million yuan (US$2.76 million) for newly established intelligent computing platforms.
- Up to 5 million yuan in rewards for high-quality data set service providers.
- Annually, 20 leading AI demonstration scenarios will be selected, with maximum subsidies of 2 million yuan for the demand side and 4 million yuan for the supply side.
- One-time rewards of 300,000 yuan for recognized district-level characteristic industrial parks, alongside a maximum rent subsidy of 2 million yuan for resident enterprises.
- A housing subsidy of up to 500,000 yuan for high-level talent in the AI sector and a 130,000 yuan relocation subsidy for newly introduced doctoral graduates.
- The establishment of an AI industry fund to provide up to 2 million yuan per year in subsidies for enterprise loans.
