

Guangdong implements new rules to recognize and reward acts of courage

The "Regulations on Rewards and Protections for Acts of Courage," effective in Guangdong Province in March, establish frameworks to recognize and honor courageous acts performed by individuals. These regulations delineate four specific scenarios that qualify as acts of courage, including stopping illegal activities that threaten national security, public safety, or disrupt social order; preventing crimes that endanger personal safety and property; and engaging in rescue efforts during emergencies and disasters.
The new regulations empower individuals and government departments to initiate the recognition process for such acts. This proactive approach guarantees that commendable actions are acknowledged promptly, fostering a culture of courage within the community.
To encourage acts of bravery, enhanced incentives are offered to individuals who demonstrate courage. Governments at the county level and above are authorized to reward these individuals with public commendations, cash bonuses, or honorary titles. A one-time compensation bonus of up to 1 million yuan will be granted to those who sacrifice their lives in the line of duty — a sum that ranks among the highest in the nation. Additionally, individuals who perform remarkable acts without facing life-threatening consequences will also be eligible for rewards.
The regulations also outline support measures for individuals and their families involved in acts of courage. This includes various forms of assistance, such as employment support, housing benefits, medical care, and legal aid. Notably, the regulations extend their recognition and rewards system to Guangdong residents who perform acts of courage outside the province, marking a pioneering step in nationwide protective legislation.
Addressing potential violations against those who act courageously, such as online harassment and defamation, the regulations impose legal responsibilities on offenders. They require all government departments and courage funds to execute their duties consistent with the new laws.
The courage fund will play an integral role in promoting acts of bravery, mobilizing community support, and fostering an environment that celebrates altruism and good deeds.
