Shenzhen sets goal to become an international wetland city by 2030

In a bold move to enhance ecological conservation and urban sustainability, Shenzhen has released plans to establish at least 10 wetland protection zones and transform the city into an international wetland city by 2030. The city aims for its overall wetland protection rate to reach a minimum of 55% by 2035.

The city will roll out nine strategic initiatives focusing on three core areas: strengthening wetland governance, advancing global mangrove protection and restoration, and enhancing wetland ecological functions and community welfare.

Shenzhen will improve high-level protection planning and accelerate the passage of comprehensive wetland conservation legislation. The city prioritizes the protection of key coastal wetlands like the Pearl River Estuary, Shenzhen Bay, and Daya Bay, alongside transboundary rivers such as the Maozhou and Shenzhen rivers. In addition, the city will innovate its protection and management system by designating wetlands that harbor rare and endangered waterbirds, and concentrated mangrove areas as nationally and provincially important wetlands. 

Leveraging scientific and technological advancements, Shenzhen will establish three major research platforms, including an International Mangrove Wetland Ecosystem Research Platform, develop a wetland ecological monitoring network, and improve smart management capabilities.

Further, Shenzhen commits to strict protection of critical wetland ecosystems, including mangroves, coral reefs, and estuaries, while safeguarding rare and endangered species along with their habitats and origins. A waterbird ecological corridor network will be developed, complemented by bird-friendly design measures to protect these species’ homes. By coordinating integrated land-sea efforts and managing river basins holistically, Shenzhen plans to restore wetland ecosystems and promote the “rewilding” of urban wetlands.
