

Shenzhen offers incentives to support e-commerce development

The Shenzhen Municipal Commerce Bureau recently released 10 measures to support the development of the e-commerce industry.

Subsidies will be provided to individual consumers purchasing home appliances such as refrigerators, washing machines, televisions, air conditioners, and computers, as well as digital products including mobile phones, tablets, and smart watches/fitness bands.
Shenzhen will accelerate the cultivation of e-commerce platforms in the trade sector and implement a revenue growth reward program for e-commerce platforms. For e-commerce platform entities whose annual revenue reaches a specified scale, rewards will be given based on a percentage of their annual revenue increase.
Enterprises newly included under retail industry that achieve certain sales growth the following year will receive a one-time reward. Additionally, Shenzhen will speed up the cultivation of leading online retail enterprises. Wholesale and retail enterprises that achieve a certain scale of online retail revenue growth above the threshold from the previous year will be rewarded up to 25 million yuan, calculated at 0.5% of their online retail growth amount.
Districts are encouraged to strengthen support in office space leasing, hardware and software investments, operations, and marketing promotion for these bases to maximize the industry agglomeration effect of livestream e-commerce bases.
The policy also proposes specific measures to reduce domestic logistics costs and overseas warehouse usage costs. For enterprises operating cross-border e-commerce consolidation warehouses nationwide, certain support is provided for rent and domestic connecting logistics costs. For cross-border e-commerce enterprises using overseas warehouses, support covers overseas warehouse rent and last-mile delivery expenses.
Meanwhile, Shenzhen encourages enterprises to achieve brand transformation internationally through self-built standalone websites and overseas marketing promotion. Enterprises conducting transparent cross-border e-commerce will receive facilitation in customs clearance timeliness, export tax rebates, and foreign exchange settlement. Financial support will also be strengthened.
In terms of enhancing customs clearance convenience, Shenzhen will provide certain subsidies for fees paid by cross-border e-commerce export enterprises to cross-border e-commerce regulatory hubs for goods clearance processing, promoting smoother customs clearance for e-commerce enterprises.
