

SZ launches new round of comprehensive reform pilot

Shenzhen has embarked on a new round of comprehensive reform pilots aimed at accelerating the city’s reform and development momentum. This latest initiative focuses on four key areas to drive high-quality growth and modernization.
The city will coordinate reforms integrating education, science and technology, and talent to create a unified institutional mechanism. This aims to foster innovation by blending talent development with technological advancement and educational reform.
Shenzhen will strive to cultivate sustainable and high-quality economic development that is robust and resilient by leveraging the empowerment of the real economy through finance, technology, and data.
The city is committed to building a higher-level open economic system, which involves expanding institutional openness, strengthening its position as a high-capacity international trade hub, boosting high-level two-way investment, and elevating the city’s internationalization to new heights.
In addition, Shenzhen will improve governance by advancing a scientific, refined, and law-based model. The reform measures will be managed via detailed checklists and ledgers, with tasks carefully broken down and assigned to responsible parties to ensure thorough implementation.
The Ministry of Science and Technology will intensify support for Shenzhen’s deep engagement in building the Guangdong-Hong Kong-Macao Greater Bay Area into an international science and technology innovation center. This includes strengthening strategic scientific and technological capabilities and coordinating reform efforts across education, science, and talent sectors to foster a virtuous cycle among technology, industry, and finance.

Artificial intelligence and the low-altitude economy, as emerging drivers of new productivity, have become global focal points in industrial competition. Shenzhen will focus on constructing a national pilot zone for next-generation artificial intelligence innovation and development, as well as a comprehensive national demonstration zone for the low-altitude economy industry.
Specifically, the city will fully tackle a series of critical core technologies; accelerate the roll out of innovative reform initiatives; continuously launch demonstration application scenarios, safely advancing pilot applications; nurture and expand a robust community of technology innovation enterprises.
On the path to a more advanced open economic system, Shenzhen will take stronger measures to enhance institutional openness, build higher-level international trade infrastructure, promote sophisticated two-way investments, and boost the city’s internationalization level.
