

SZ launches 24 measures to optimize cross-border port business environment

Shenzhen introduced 24 comprehensive initiatives aimed at enhancing the business environment of its ports and checkpoints. These measures span various sectors including tech-enabled port services, new formats in cross-border trade, optimization of port functional layouts, innovative customs supervision models, and strengthened services benefiting enterprises and the public. The goal is to help Shenzhen build a world-class international port business environment.
Shenzhen will accelerate the integration of AI technology into port services, establishing a new model of intelligent, one-stop comprehensive customs clearance services. An innovative cross-border drone logistics customs clearance mode will be explored, allowing drone test flights at qualified ports. Additionally, Shenzhen will expand the operational scope of Shekou Port’s entry and exit services to include cross-border helicopter functions, creating China’s first land-sea combined port hub.
Efforts will be made to develop automated, intelligent station facilities for express delivery channels, aiming at positioning Shenzhen as a global distribution hub for cross-border e-commerce and build a transparent service system for cross-border e-commerce.

Renovation of Huanggang Checkpoint, Luohu Checkpoint transformation, and Shatoujiao Checkpoint reconstruction will be expedited. Planning for a dedicated cross-border port in the Hetao cooperation zone will be advanced.
Shenzhen will increase the frequency of China-Europe freight trains, establishing a new logistics corridor connecting the Guangdong-Hong Kong-Macao Greater Bay Area with Europe. This will foster a diversified transport network combining direct land and rail-sea intermodal connections.
The scope of combined ports in the GBA area will grow, with a total of 45 combined ports planned for operation by 2025 to facilitate coordinated regional port development. Innovations in international payment methods will be introduced, with optimized layouts for duty-free commercial zones and extended coverage of tax refund stores for outbound travelers. Stronger supervision and inspection of import-export fees will ensure transparent pricing and crackdown on illegal charges, protecting business operators and consumers alike.
