

Shenzhen, Dongguan launch 15 integrated measures to streamline cross-city government services

Shenzhen and neighboring Dongguan City have jointly introduced 15 comprehensive integration measures aimed at advancing the unification of government services between the two cities. The initiative seeks to make cross-regional government procedures faster, simpler, and more user-friendly for residents and businesses.
Standardizing inter-city service delivery
The two cities have adopted a unified service list management system, consolidating service items from multiple sectors, including public security, human resources, market supervision and civil affairs, into a shared “Shen-Guan Service List.” The list spans various service channels, such as online platforms, mobile apps, video consultations and self-service terminals.
Streamlining service processes
Shenzhen and Dongguan have co-established a comprehensive standardized process system to overcome differences in cross-regional service workflows. A joint government service center liaison mechanism between Shenzhen and Dongguan was created, featuring regularly updated contact directories and dedicated communication groups to maintain clear and effective collaboration.
High-demand services such as business registration and social security card applications have adopted a “same standard for same work” reform. For example, Shenzhen and Dongguan are piloting a unified system for business registration, requiring applicants to prepare a single set of materials and submit one registration form with identical acceptance conditions and review criteria, regardless of the applicant’s location. This eliminates redundant paperwork and guarantees equal treatment.
Enhancing convenience across multiple platforms
The plan integrates online and offline resources into a multi-dimensional channel network forming a “One-Network Unified Service” platform.
The “iShenzhen” and “iGuanjia” mobile apps provide a combined “Shen-Guan Cross-Regional Service Zone,” supporting high-frequency services such as social security inquiries and housing fund withdrawals on-the-go.
Self-service terminals are shared between Shenzhen and Dongguan, offering 24/7 access to cross-regional services for businesses and residents.
“Cross-Regional Service” windows are uniformly set up at Shenzhen’s district-level and above, as well as Dongguan’s town-level and above government service centers. Authorized staff can operate both cities’ business systems, significantly improving coordination and efficiency in handling documents from different locations.
Innovative service scenarios
The initiative also integrates the concept of “efficiently completing one matter” with cross-regional service delivery by exploring bundled service packages suitable for cross-regional processing.
To bring services closer to residents, a “zero-distance” door-to-door service has been launched, deploying assistance teams to provide on-site help at enterprises and communities with high numbers of commuters between Shenzhen and Dongguan.
