Guangming unveils policy to attract young innovators

Shenzhen’s Guangming District has launched a new “Five Gift Packs + Empowerment Platforms” initiative to attract and support young innovators from their first arrival to full-scale business growth. The measures aim to make Guangming Science City a global hub for innovation, entrepreneurship, and quality living.

Immediate Support for Arrivals and Graduates
Interns, new employees, and young talent station residents can receive up to 666 yuan (US$92) in “Gift Pack” vouchers, while visiting PhD candidates get up to 2,000 yuan for interviews. Key university students interning at “Little Giant” enterprises receive 1,000 yuan per month for up to three months, and institutions hosting interns get subsidies of 1,500–5,000 yuan per person. New graduates from key universities settling in Guangming enjoy tiered subsidies — 30,000 yuan for undergraduates, 50,000 yuan for master’s, and 130,000 yuan for PhDs — with an extra 50,000 yuan for shortage-industry talent.


Start-Up Incentives and Competition Rewards
Young Hong Kong and Macao entrepreneurs at the Guangming–HK–Macao Technology Transfer Base get up to three years rent-free plus start-up grants of up to 500,000 yuan. Start-ups from Guangming universities and national science commercialization projects can also apply for 500,000 yuan funding. Top winners of national, provincial, and municipal innovation contests can receive up to 500,000 yuan, while Shenzhen International Innovation Competition winners may secure up to 2.05 million yuan.


Training, R&D, and Financial Support
The district has built a cultivation system to invite well-known entrepreneurs, investors, experts, and scholars to serve as "entrepreneurship mentors," providing regular professional guidance for young entrepreneurs. It offers programs such as the "Kylin Class for Tech Entrepreneurs" and builds platforms for tech entrepreneurs to communicate with research-oriented professors. Meanwhile, it provides the "Youth Entrepreneurship Climb" series of courses to create a systematic entrepreneurship training system.

Application scenario projects in areas like AI can receive up to 4 million yuan. Start-ups can access 100 million yuan in guaranteed loans, 10 million yuan unsecured loans for companies, and 5 million yuan for individuals, with interest subsidies and insurance covering losses up to 500,000 yuan.


Housing, Living, and Global Connectivity
Fresh graduates get 15 days free in youth housing, discounted renewals, and rental or purchase subsidies. Wellness programs, education resources, and elder care are available for families. The Global Youth Talent Center offers career planning, policy services, and start-up support, while global and university talent stations — subsidized up to 150,000 yuan — extend Guangming’s reach worldwide.

With these measures, Guangming District has built a full “attract–nurture–retain” ecosystem, creating fertile ground for young people worldwide to innovate and thrive.
