The Qianhai Enterprises Legal Affairs Alliance was launched on Sept. 15 at a cross-border legal cooperation and exchange event in the Chinese-speaking Lawyers’ Convention series, held at the Qianhai International Convention Center.
More than 150 representatives attended, including Chinese-speaking lawyers from around the world and delegates from legal institutions, legal service agencies, industry and business associations, and enterprises in the Qianhai Cooperation Zone.

The alliance brings together 124 enterprises and legal service agencies in Qianhai to build a shared platform and establish a “zero-distance” dialogue with institutions such as the Qianhai Court, Qianhai Procuratorate, the Shenzhen Court of International Arbitration, Qianhai Notary Office, and China (Shenzhen) Intellectual Property Protection Center. The aim is to enable one-to-one, efficient matching of legal supply and demand and to help Qianhai create a first-class business environment that is market-oriented, law-based, and internationally competitive.
Guests attend a roundtable discussion during the event.
At the roundtable discussion, guests from international law firms and legal service organizations offered ideas and strategies for Qianhai to develop an outbound service system for enterprises, helping companies expand overseas in an orderly, effective, and secure manner, and explored new pathways for Qianhai to become the first stop for firms’ overseas expansion.
Angela Liu, chief representative of Herbert Smith Freehills LLP’s Shanghai office, said, “Qianhai’s management is pragmatic and efficient. The business environment here is first-rate nationwide, and many peers have opened representative offices in Qianhai. A strong atmosphere of innovation is also driving continuous reform in the legal sector, helping companies expand overseas.”
At present, Qianhai is comprehensively raising the level of openness in legal affairs and is building the Qianhai Shenzhen–Hong Kong International Legal Affairs District to high standards. It is committed to establishing an international commercial dispute resolution center, an international legal services center, and a hub for intellectual property protection. So far, 267 institutions covering judicial services, arbitration, mediation, legal services, and intellectual property protection have moved into the legal affairs district.
The event was hosted by the Qianhai Authority, organized by the Qianhai Belt and Road Legal Services Federation, and co-organized by the Shenzhen Qianhai Federation for Enterprise Integrity Promotion and Compliance Management.
