Shenzhen to restrict or close hiking trails during severe weather

Shenzhen has released a draft regulation that would tighten management of the city’s hiking routes and empower authorities to restrict or ban access when severe weather strikes.

The draft calls for timely issuance of warnings and, where necessary, limits or prohibits people from entering hiking trails during heavy rain, strong winds, dense smog and other hazardous conditions. The measure aims to reduce the risk of accidents on exposed or unstable sections of trail during adverse weather.

Under the proposal, authorities and trail operators would be required to establish mechanisms for road closures and temporary construction notices, with clear signage explaining reasons for restrictions and specifying opening hours. Information about closures and re-openings must be made publicly available in a timely manner.

The draft also clarifies requirements for routine trail management. Entrances should display prominent notice boards listing daily opening hours; non-open areas must be marked with no-entry signs. Areas identified as posing risks, including steep slopes, landslide-prone terrain and rockfall zones, should carry warning signs. In particularly high-risk segments, the draft calls for the installation of protective barriers, safety ropes and other auxiliary safety devices.

Emergency preparedness is another focus. The regulations propose establishing emergency rescue contact channels and placing emergency call numbers at dangerous sections of trails to speed up response in the event of injuries or other incidents.
