

Typhoon forces tunnel, highway closures across Shenzhen

Authorities in Shenzhen ordered the closure of multiple tunnels and highways Tuesday evening as Super Typhoon Ragasa approached the region, prompting the city’s highest-level emergency response.
Multiple tunnels closed as precaution
Starting at 8 p.m. local time today, the city closed several key tunnels to ensure traffic safety. The following were affected:
Chunfeng Tunnel
Guimiao Tunnel
Qianhai Underground Roads
Mawan Cross-Sea Passage
Eastern Border Link Road and associated on- and off-ramps
Additionally, the Binhai Submerged Tunnel was closed at 9 p.m., according to a joint statement from the Shenzhen Municipal Public Security Bureau Traffic Police Department and the Shenzhen Transport Bureau.
The closures were enacted under the Emergency Mobilization Order No. 1 (2025) and will remain in effect until further notice.
City expressways under traffic control
As of 8 p.m., all expressways across Shenzhen have been placed under temporary traffic control, with full suspension of operations. This includes:
All toll and non-toll expressways
Full closure of toll station entrances
Mandatory exit for vehicles already in transit before the 8 p.m. cutoff
The Shenzhen traffic authority cited Article 40 of the Road Traffic Safety Law of the People’s Republic of China as legal grounds for the shutdown.
The city's Level I emergency response for typhoon and flood prevention was activated at 6 p.m. and includes a “five-suspensions” directive: suspension of work, business, markets, classes, and transportation.
Shenzhen-Zhongshan Link closed in phases
The Shenzhen-Zhongshan Link was closed in two phases to account for regional coordination with Zhongshan city authorities:
At 3 p.m., the Cuiheng East Toll Station entrance was closed.
At 8 p.m., the entire dual-direction mainline and all toll station entrances were shut.
The decision followed emergency notices from both Zhongshan’s Flood, Drought and Typhoon Prevention Office and Shenzhen’s counterpart office.
Forecasts indicate heavy to torrential rain along the entire link from 8 p.m. tonight through tomorrow, with gusts reaching scale 14 to15 after midnight.
Public urged to stay indoors, monitor updates
Officials advised residents to avoid unnecessary travel and to stay updated through official channels such as the “深中通道发布" WeChat account.
Drivers already en route are urged to exit expressways at the nearest ramp and follow traffic police instructions.
The reopening schedule for tunnels and expressways will depend on the typhoon’s development and further notice from the Shenzhen Flood, Drought and Typhoon Prevention Office.
