Online entry declaration becomes effective

Beginning Nov. 20, international visitors arriving at Shenzhen’s border checkpoints are able to complete their entry declaration online, as authorities roll out a digital alternative to the traditional paper foreigner entry card.

Under the new measure, foreigners coming to China can fill out required entry information before arrival via a number of official digital channels: the National Immigration Administration’s government service platform on its website, the “Immigration 12367” mobile app, and WeChat or Alipay mini-programs that allow travelers to scan a QR code and submit their entry card details from a smartphone.

The online option is intended to streamline arrival procedures and reduce waiting times at border checkpoints by allowing travelers to prepare and submit information in advance. For travelers who cannot or do not wish to submit their information online prior to arrival, Shenzhen’s border authorities say alternatives remain available: scan the on-site QR codes at entry checkpoints to complete the online form, use on-site self-service smart devices to enter their information electronically, or they may still fill out a paper foreigner entry card.

Officials have also specified seven categories of foreigners who are exempt from completing the entry card entirely:

Holders of the People’s Republic of China permanent residence ID for foreigners.

Holders of the Chinese mainland travel permit for Hong Kong and Macao residents.

Travelers entering with a group visa or those eligible for group visa-free entry.

Passengers in 24-hour direct transit who do not leave the designated port area.

Cruise passengers who disembark and reboard the same vessel as part of the same cruise.

Travelers using the expedited (fast-track) entry channel.

Foreign crew members of transport vehicles (air, sea, rail, or road crew).

The digital entry-card option aligns with broader efforts to digitize and modernize border control services, improve passenger flow, and offer more convenience to international travelers.
