Shenzhen aims to strengthen the dominant position of enterprise innovation and become a source of original innovation and core technologies. It also needs to take responsibility to enhance self-reliance and self-improvement in science and technology, Wang Weizhong, Shenzhen’s Party chief, proposed at the seventh Shenzhen Municipal Congress of the CPC yesterday.
The city should continue to consolidate the whole process of the innovational ecological chain, Wang said.
The whole process of innovational ecological chain refers to a support system that integrates basic research, technological breakthroughs, industrialization of scientific and technological achievements and fintech.
Shenzhen is making arduous efforts to become a primary source of original innovation and core technologies.
To speed up the construction of a comprehensive national science center in the Guangdong-Hong Kong-Macao Greater Bay Area (GBA), Shenzhen will adopt high standards for the scientific projects including Guangming Science City, Hong Kong-Shenzhen Innovation and Tech Park, Xili Lake International Science and Education City, Dayun Shenzhen-Hong Kong International Science and Education City and a Pingshan-Dapeng GBA Life and Health Industry Innovation Demonstration Area.
The South China tech hub will accelerate the building of the Pengcheng Laboratory. It will also be committed to establishing the State-level key laboratory cluster to form a first-class strategic scientific and technological force, according to Wang.
The pioneer city of the reform and opening-up policy will develop and implement a 10-year action plan for basic research and improve a long-term stable and sustainable investment mechanism. Under the guidance of the Central Government, Shenzhen will participate in establishing a new-style system for core technologies.
In order to tackle bottlenecked problems, support will be given to enterprises of all scales in critical fields, including basic technologies, basic materials, basic software, high-level chips, medical equipment and biological breeding.
The modern metropolis will fully use its advantages regarding the integration of the government, industries, universities and research institutes, the Party chief said.
