In recent years, Shenzhen has continued to increase housing construction and supply to improve public facilities and living quality. During the 13th Five-Year Plan period (2016-2020), Shenzhen supplied a total of 1,121.8 hectares of residential land, with 382.6 hectares for public housing projects.

Moreover, a total of 786,300 housing units have been built, including 442,400 public housing units during this period, according to Shenzhen Economic Daily.

Shenzhen’s residential land supply increased from 150.3 hectares in 2016 to 362.8 hectares in 2020, laying a solid foundation for housing construction projects.

Shenzhen also adheres to using the roles of both the government and market to extend supply channels for residential land, according to the report.

Shenzhen will ensure that by 2035, the per capita housing area of the city’s permanent population will reach over 40 square meters, and the annual supply of residential land in principle shall not be less than 30% of the total supply of construction land, according to measures designed by the city in adding residential land supply in July 2021.

Shenzhen is expected to complete the preparation of 10 square kilometers of residential land and ensure the supply of over 15 square kilometers of residential land during the 14th Five-Year Plan period (2021-2025).

Moreover, Shenzhen plans to build 540,000 public homes, including 60,000 public rental housing units, 400,000 affordable rental apartments and 80,000 shared ownership homes, from 2021 to 2025, according to the Daily.

Last year, the city completed the preparation of 205.37 hectares of potential residential land and planned to raise 40,134 units of public housing and supporting dormitories.

In addition to expanding its housing construction scale, Shenzhen has been promoting green constructions and prefabricated buildings.

Next, Shenzhen will mainly focus on urban renewal and land preparation to ensure residential land scale directly supplied during the 14th Five-Year Plan period is not less than 5 square kilometers, according to a related plan the city issued this July.
