Operational Guidelines for Subsidies for Daily Operations of Postdoctoral Workstations (Innovation Practice Bases)

(一)政策依据:

《宝安区关于实施“凤凰英才计划”进一步促进人才优先发展的若干措施》:对新设立的博士后工作站(创新实践基地),符合条件的在市资助基础上给予一次性资助。创新实践基地经批准设立工作站的,按工作站资助标准补齐差额部分,对设站单位给予日常经费支持。

(I) Policy Basis:

According to "Several Measures of Bao’an District for Implementing the 'Phoenix Talent Program' for Enhanced Talent-Prioritized Development," newly established postdoctoral workstations (innovation practice bases) that meet the prescribed qualifications will receive a one-time lump-sum subsidy to supplement municipal funds. 

When an innovation practice base is authorized to set up a workstation, the financial gap will be bridged to align with the funding criteria for such workstations, with the hosting entity receiving support for daily operational expenses.

(二)申报对象:

在宝安区正常开展博士后工作的工作站(创新实践基地)的设站单位

(II) Eligible Applicants:

Entities that have established and are currently maintaining active postdoctoral workstations (innovation practice bases) within Bao’an District.

1.在宝安区设有博士后工作站或创新实践基地;

The applicant must have established a postdoctoral workstation or an innovation practice base within Bao'an District.

2.所招博士后人员开题考核合格;

The recruited postdoctoral staff must have passed the preliminary examination of their research proposals.

3.博士后人员经深圳市人力资源和社会保障局核准备案;

The postdoctoral personnel must be officially approved by and registered with the Human Resources and Social Security Bureau of Shenzhen Municipality.

4.在获得深圳市人力资源和社会保障局发放的博士后设站单位日常经费补助6个月内提出申请。未在规定期限内受理成功的,或由非审批单位原因造成的超期,视为自动放弃申请资格;

The application for subsidy must be submitted within six months after the receipt of the daily operational fund subsidy for the postdoctoral workstation from the Human Resources and Social Security Bureau of Shenzhen Municipality. Failures to process the application within the required timeframe, or delays not caused by the approval authorities, will result in the loss of eligibility to apply.

5.博士后所在单位根据《宝安区贯彻落实<关于促进人才优先发展的若干措施>的实施方案》(深宝发〔2016〕6号)已申领过博士后工作站(创新实践基地)日常经费补助的,不可重复申领该项补贴。

Institutions that have previously secured a subsidy for the daily operation of a postdoctoral workstation (innovation practice base) as per the Several Measures of Bao’an District for Implementing the “Phoenix Talent Program” for Enhanced Talent-Prioritized Development (Shen Bao Fa [2016] No. 6) are not permitted to apply for the same subsidy again.

(四)补贴标准:

对设站单位开展博士后工作期间的日常经费,按每名博士后15万元的标准给予一次性配套补助。

(IV) Subsidy Standards:

A single lump-sum matching subsidy of 150,000 yuan (US$20,836) per postdoctoral researcher will be granted to cover the daily operational costs associated with running postdoctoral workstations.

Notice of Record for Postdoctoral Candidate Station Entry in Shenzhen;

3. 市人力资源和社会保障局下达的资金补助凭证(加盖业务章的银行流水);

Funding subsidy certificate issued by the Human Resources and Social Security Bureau of Shenzhen Municipality (bank statement with official business seal); 

4. 博士后招收单位出具的经评审专家签名的在站博士后人员开题考核表。

Postdoctoral recruitment entity’s issued thesis proposal assessment form for postdoctoral candidates with signatures of evaluating experts.

全年工作日。

1. 申请。申请人登陆宝安亲清政企服务直达平台申请。

Application: Applicants are required to submit their applications via the Bao’an Qinqing Government and Enterprise Direct Service Platform (宝安亲清政企服务直达平台).

2. 受理。区人力资源局对电子材料进行资格审查,合格的,予以受理;不合格的,退回申报材料。区人力资源局向申请人反馈审查结果。(5个工作日)

Acceptance: The Bao’an District Human Resources Bureau evaluates the digital materials for compliance with qualifications. Qualified applications will be accepted; unqualified ones will result in the return of the application materials. Applicants will receive feedback on the evaluation within five working days.

3. 审核。区人力资源局对申请材料进行内容审核,合格的予以公示;不合格的退回申请或向申请人作出说明并要求补充、修订材料。(10个工作日)

Review: The Bao’an District Human Resources Bureau performs a thorough review of the application materials. Approved applications will be announced to the public; rejected ones will either be returned or will be given an explanation, asking the applicant to provide supplemental or corrected materials within 10 working days.

4. 现场抽查。必要时,区人力资源局对申请单位进行现场抽查,实地考察申请单位是否具有与申报项目相符的场地、设备和人员等。

On-site inspection: If deemed necessary, the Bao’an District Human Resources Bureau may carry out random on-site inspections to confirm if the applicant organizations have the necessary facilities, equipment, and staff as per the project requirements.

5. 公示。区人力资源局在区政府网站公示拟发放补贴人员名单。经公示无异议或异议不成立的,进入审议阶段。(公示期为5个工作日)

Public notification: The list of candidates eligible for subsidies will be made public on the district government’s website by the Bao’an District Human Resources Bureau. If no objections are raised, or any raised are overruled, within the five-working-day notice period, the application will proceed to the next phase of deliberation.

6. 审议。区人力资源局按照《宝安区人才工作专项资金使用与管理办法》的规定提请审议。(5个工作日)

Deliberation: The Bao’an District Human Resources Bureau will request further consideration in line with the guidelines defined in the Measures of Bao’an District for the Use and Management of Special Funds for Talent Work within five working days.

7. 办结及拨付。审议后,区人力资源局告知办理结果。符合申领补贴条件的,区人力资源局按照《宝安区人才工作专项资金使用与管理办法》的规定办理资金拨付手续。(5个工作日)

Conclusion and disbursement: Following the deliberation process, the Bao’an District Human Resources Bureau will communicate the final decision to the applicants. Those meeting the subsidy criteria will undergo fund disbursement formalities in accordance with the procedures stipulated in the Measures of Bao’an District for the Use and Management of Special Funds for Talent Work within five working days.

申请人补充材料、特殊材料核实、现场抽查、审议时间纳入特殊程序,不在上述限定的工作时限之列。

Note: The time required for providing additional application materials, verifying special documents, performing on-site inspections, and the deliberation process is considered special procedures and does not fall within the standard processing timeframes specified above.

(九)补充说明:

(IX) Supplementary Explanation:

1.申报单位应当对所提交资料的真实性、完整性、有效性和合法性负责,并接受有关部门的监督检查。对利用虚假材料和信息申请的,如配套资助尚未发放,取消其配套资助发放资格,并将不良行为记录提供给相关征信机构。如已发放,应责令其退还或追缴,同时5年内不再受理该项配套资助的申请。申报单位涉嫌犯罪的,依法移送司法机关处理。

1. Applicants shall be responsible for the authenticity, completeness, validity, and legality of the submitted materials, and accept the supervision and inspection of the relevant departments.For those who use false materials and information to apply, if the fund has not yet been distributed, their qualifications for the subsidies will be revoked, and the record of negative conduct is to be provided to the relevant credit reporting establishments. If the fund has been distributed, it shall be ordered for return, and the application for the subsidy shall not be accepted for five years. If the applicant is suspected of committing a crime, it shall be transferred to the judicial authorities for handling in accordance with the law.

2.有关部门和工作人员在发放资金过程中存在滥用职权、玩忽职守、徇私舞弊的,按照有关规定对责任人进行处理。涉嫌犯罪的,依法移送司法机关处理。对不具备申请资格发放的配套资助,要求其退还已发放的资金。

2. Related departments and staff will be held accountable based on regulations if they abuse powers, derelict their duties, or twist the law for personal gain in the process of distributing the fund. Funds distributed to those who are ineligible to apply shall be returned.

申报单位退还已领取资金的,应当按规定一次性退回指定账户,并将退款凭证送区人力资源局备案。经催告仍拒不退还资金的,区人力资源局将通过法律途径追回。

Applicants must return the fund they received to the designated account at one time in accordance with the regulations and send the refund voucher to the Bao’an District Human Resources Bureau for the record. If applicants refuse to return the fund after being reminded, the district human resources authority will seek legal methods to get the fund back.

3.本操作规程由深圳市宝安区人力资源局解释。
