Development plan for Hetao SZ park unveiled

Shenzhen recently unveiled a new plan for the Shenzhen park of the Hetao Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone that aims to facilitate high-quality development of the park and elevate it to an international science and technology hub in the Guangdong-Hong Kong-Macao Greater Bay Area (GBA).
This latest initiative follows a development plan released by the State Council in August 2023, demonstrating a strong commitment to the growth of the park.

The Hetao Shenzhen park, with an area of 3.02 square kilometers, comprises the Futian Bonded Zone and the Huanggang Checkpoint area. The plan includes a unique urban layout strategy. The park will feature a gradual increase in the height of structures from the Shenzhen River towards the north downtown city, which will allow for the preservation of the region’s ecological diversity, particularly in the Pearl River Estuary, and create a sanctuary for birds.
By 2025, it is anticipated that Hetao will establish a highly efficient Shenzhen-Hong Kong collaborative system focused on scientific and technological innovation, driving progress in innovation, openness, and cooperation between the two regions. Furthermore, the plan includes the completion of the reconstruction of Huanggang Checkpoint to streamline customs clearance procedures.
The plan also notes that the Hetao Shenzhen park will have a mature operational mechanism that will maintain a smooth connection with the Hong Kong park in aspects including personnel and cooperation in technological innovation.
By 2035, the Shenzhen section is expected to achieve synergistic, mutually beneficial development with the Hong Kong park, and a strong emphasis will be placed on scientific and technological innovation. The Shenzhen park is poised to become a global leader in this field.
