City to fast-track transformation into modern intl. metropolis

Shenzhen has recently rolled out an ambitious work plan for accelerating the construction of a modern international metropolis (2025-2027) that outlines 15 key measures to elevate its global standing, Shenzhen Special Zone Daily reported yesterday.

The plan is designed to enhance Shenzhen’s international visibility, reputation, and competitiveness, with a focus on high-quality development and a world-class living environment.

The plan is divided into four main aspects: enhancing the international competitiveness of the economy; building a high-level window for opening up to the outside world; creating a world-class, livable, business-friendly, and tourist-friendly environment; and shaping the city’s international image.

By 2027, Shenzhen aims to achieve several milestones, including further enhancing the international competitiveness of its industries, improving its role as a global technology innovation hub, attracting more key and high-end resources, and enriching the city’s multicultural charm, according to the plan.

The plan also seeks to accelerate the creation of an open innovation ecosystem with global competitiveness and form a new system for a higher-level open economy.

Meanwhile, it emphasizes the need to provide tangible and understandable international services. To address the concerns of foreign personnel, Shenzhen proposes to optimize the international language environment, improve entry and exit services, create a one-stop tourism service platform, and enhance the foreign-related service system.

It acts as a key hub for international trade, finance, and commerce, hosting multinational corporations and attracting global talent. Additionally, it plays a significant role in global governance, hosting international organizations and events, and is known for its iconic landmarks and unique global identity.
