On Dec. 11, the Hohhot Municipal People’s Government of the Inner Mongolia Autonomous Region hosted a cultural-and-tourism investment promotion and strategic cooperation signing ceremony in Shenzhen.

The event aimed to combine Hohhot’s distinctive prairie culture, warm-winter resources and historical heritage with Shenzhen’s market dynamism, innovation and capital advantages to develop a new blueprint for integrated cultural-tourism growth.

At the event, Hohhot introduced a new cultural-tourism brand, “Deep Breath.” The name evokes the region’s clean prairie air and signals a move from simple sightseeing to immersive experiences — a “tourism deep breath” — as well as an ambition to expand from a regional market to a national footprint — an “industrial development deep breath.” The cooperation will span the full value chain of planning, investment, operations, marketing and services, aiming to build a cross-regional cultural-tourism ecosystem based on co-building projects, shared benefits and shared risks.

The program also brought together 13 leading travel agencies and study-tour institutions from Shenzhen and Hohhot to promote large-scale, regular visitor exchanges and introduced an online benefits package for travelers. New cultural-tourism products are being developed, including “culture + aviation” snow-and-ice packages. In partnership with railways, airlines and scenic areas, organizers will offer special trains and “airfare + snow ticket” bundles to provide Shenzhen visitors with richer winter experiences.

Ten cooperation projects were signed on site. The culture and tourism authorities of both cities signed a framework agreement that brings in Shenzhen firms such as China Travel Intelligence Technology (Shenzhen) Co. Ltd. and Lvji Technology Group to plan and operate the Laoniuwan Yellow River Grand Canyon Tourist Area and to upgrade a key scenic area in Tu Zuoqi Banner. This integration of Shenzhen’s intellectual and financial resources with Hohhot’s tourism assets is intended to boost the market presence and competitiveness of high-quality cultural-tourism resources.

The Mongolian dance dramas Zhaojun and Chi Le Chuan will tour in Shenzhen. At the same time, the Attracting Visitors to Hohhot Liaison Office was officially unveiled and the Hohhot-Shenzhen Cultural and Tourism Alliance was launched, with the two cities’ tourism associations serving as each other’s vice-chair units.

This Shenzhen promotion and signing event marks a new phase for Hohhot’s cultural-tourism marketing and regional cooperation. Through concrete project signings, innovative product design, breakthrough cooperation models and a clear brand strategy, it aims to turn local resource endowments into cross-regional market competitiveness — driving visitor growth, increasing consumption and advancing industry upgrades.
