A series of new measures have been introduced to facilitate Shenzhen-Hong Kong talent cooperation, including the Shenzhen-Hong Kong GBA Talent Connect, Qianhai FinNet, and the Qianhai Hong Kong-Macao Youth Employment and Internship Programs.
Shenzhen-Hong Kong GBA Talent Connect rests on four pillars — policy recognition, mutual talent referrals, service interoperability and resource sharing — and aims to build an efficient, coordinated cross-border talent ecosystem.
“Through this program, Qianhai will provide more convenient entry and exit arrangements for international talent moving between Shenzhen and Hong Kong," said Sun Yuk-han, secretary for Labour and Welfare of Hong Kong SAR Government.
As a core carrier of Qianhai’s tech-finance ecosystem, Qianhai FinNet is based in Qianhai Block V and builds and maintains a high-quality project pipeline that systematically links tech innovators with prospective investors.
Qianhai FinNet supports the entire process — from initial interest and roadshows to negotiations and deal closure — on a one-stop basis within the building.

An information display at Qianhai FinNet highlights the platform’s mission, value proposition, and advantages in supporting enterprise growth and full-cycle capital services within the GBA.
The Qianhai Hong Kong and Macao Youth Employment and Internship Programs will align with Hong Kong’s Greater Bay Area Youth Employment Scheme. Each year, in partnership with leading firms such as Tencent, WeBank, OPPO and SF Express, the programs will offer 1,000 targeted positions and 800 internships for youth from Hong Kong and Macao, covering Qianhai’s priority sectors including finance, technology, supply chains and professional services.
Qianhai will also provide 500 move-in-ready apartments and one-stop support services — from settling in and social-security guidance to career development — to help Hong Kong and Macao youth integrate into the Greater Bay Area.
“These programs provide an excellent platform for Hong Kong and Macao youth. We fully support them and will actively participate by matching positions and recruiting outstanding young talent to join our teams,” said Lyu Jiangbo, CTO of SmartMore.

Representatives from Shenzhen and Hong Kong launch the Qianhai Hong Kong & Macao Youth Employment and Internship Programs, which will provide targeted job and internship opportunities to young people from both SARs.
The Shenzhen-Hong Kong Human Resources Alliance was also established to further strengthen HR cooperation between the two cities.
Data show that more than 11,000 Hong Kong companies and over 10,000 Hong Kong professionals are already active in Qianhai, signaling a new stage of symbiotic growth between Shenzhen and Hong Kong.
Going forward, Qianhai will explore joint talent-evaluation mechanisms linking Shenzhen and Hong Kong and will continue coordinated talent-attraction efforts — through the Shenzhen-Hong Kong HR Alliance, the Shenzhen-Hong Kong 72-Hour Experience Pass and other initiatives — to provide platforms for innovation and entrepreneurship in the GBA.
